హైదరాబాద్‌: వక్ఫ్‌ బోర్డుకు సంబంధించిన స్థలాల సర్వే సమగ్ర నివేదికను రూపొందించాలని రాష్ట్ర మైనారిటీ సంక్షేమ శాఖ కార్యదర్శి దానకిషోర్‌ అధికారులను ఆదేశించారు. బుధవారం సచివాలయంలో వక్ఫ్‌ బోర్డు కార్యకలాపాలపై దానకిషోర్‌ అధికారులతో సమీక్షించారు. రాష్ట్రవ్యాప్తంగా భూ సర్వే పనులు పూర్తి చేసినప్పటికీ వక్ఫ్‌ బోర్డు స్థలాలకు సంబంధించిన వివరాలతో నివేదికను రూపొందించడంలో నిర్లక్ష్యంగా వ్యవహరిస్తున్న అధికారులపై దానకిషోర్‌ ఆగ్రహం వ్యక్తం చేసినట్టు తెలిసింది. వారం రోజుల్లో వక్ఫ్‌ ఆస్తులకు సంబంధించిన సమగ్ర నివేదికను సమర్పించాలని ఆదేశించారు. వక్ఫ్‌ ఆస్తుల ఆక్రమణలు, వివాదరహితంగా ఉన్న స్థలాల వివరాలను అందించాలని దానకిషోర్‌ సూచించారు. అలాగే విడాకులు పొందిన ముస్లిం మహిళలకు ఆర్థిక సాయం అందించేందుకు తీసుకుంటున్న చర్యలను తెలుసుకున్నారు. దీనిపై జిల్లాలవారీ నివేదికను అందించాలని కోరారు. వక్ఫ్‌ బోర్డు నిధుల వ్యవహారంపై సమీక్షించారు. అలాగే ఇమామ్‌, మౌజాన్‌లకు గౌరవ వేతనం చెల్లింపుల వివరాలను తెలుసుకున్నారు. బకాయిలను సాధ్యమైనంత తొందరలో చెల్లించాలని సూచించారు. సమీక్షా సమావేశంలో తెలంగాణ రాష్ట్ర వక్ఫ్‌ బోర్డు ముఖ్య కార్యనిర్వహణ అధికారి మన్నాన్‌, తదితరులు పాల్గొన్నారు.

ఉత్తరప్రదేశ్ కాస్ గంజ్ లో వీర్ అబ్దుల్ హమీద్ చౌక్ వద్ద భారతజాతీయ పతాకావిష్కరణ సందర్భంగా జరిగిన అవాంఛనీయ సంఘటనలు చూసిన తర్వాత కూడా నాకిప్పుడు వీర్ అబ్దుల్ హమీద్ గుర్తుకు రావడం లేదు. అసలు పాకిస్తాన్ యుద్ధంలో ముస్లిములెవరైనా భారతదేశం తరఫున పోరాడారా అన్నది కూడా గుర్తుకు రావడం లేదు.

ఇప్పుడు ప్రదీప్ రాసిన దేశభక్తి గేయం కూడా ఎందుకో గుర్తుకు రావడం లేదు. ఇంతకు ముందు గుర్తుండేది. ప్రతి పంక్తి గుర్తుండేది. అందులో సిక్కులు, మరాఠాలు, గుర్ఖాలు, మదరాసీలని అందరినీ ప్రస్తావించడం చాలా బాగుండేది. అంతా ఒక్కటే అన్న గర్వం ఉండేది. ఇప్పుడెందుకో ప్రదీప్ ముస్లిముల పేర్లు, క్రయిస్తవుల పేర్లు అందులో ఎందుకు రాయలేదన్న అనుచితమైన, అసంబద్దమైన ప్రశ్న ప్రదీప్ పాటను మరిచిపోయేలా చేస్తోంది.
ఎందుకంటే ఇది కొత్త భారతదేశం. అచ్ఛేదిన్ ప్రకాశానికి కళ్ళు బైర్లు కమ్ముతున్న భారతం. బైర్లు కమ్మిన కళ్ళల్లో ఇప్పుడిక ఏదీ గుర్తుండడం లేదు. ఢిల్లీ యూనివర్శిటీకి చెందిన ప్రొఫెసర్ అపూర్వానంద్ రాసిన మాటలు మాత్రమే తలపుకు వస్తున్నాయి. ఆ మాటలేమంటే... ప్రొఫెసర్ అపూర్వానంద్ ఏమన్నాడంటే:
’’వాళ్ళ మువ్వన్నెల జెండా నాది కాదు. కాస్ గంజ్ వద్ద వీర్ అబ్దుల్ హమీద్ చౌక్ దగ్గర రిపబ్లిక్ డే సందర్భంగా పతాకావిష్కరణ చేయడానికి గుమికూడిన ముస్లిములపై బలవంతంగా దౌర్జన్యాలకు పాల్పడిన బైక్ ర్యాలీ లోని మువ్వన్నెల జెండా నాది కాదు. వీళ్ళ చేతుల్లో జెండా ఏమిటో నాకు తెలియదు. నాకు తెలిసిన జెండా కాదిది. ఇది బెదిరించడానికి, భయపెట్టడానికి, గుండాల చేతుల్లో ఆయుధంలా, నా ఉనికిని నాశనం చేయడానికి వాడుతున్న ఆయుధంలా ఉంది. భారతదేశం భారత ప్రజలది.‘‘
ఇంకా ఏం రాశారు ప్రొఫెసర్ అపూర్వానంద్ అంటే.. ’’త్రివర్ణ పతకాన్ని ఇప్పుడు దేశంలో అంతర్భాగంగా ఉన్న జనసముదాయాలపై దాడులకు ఉపయోగిస్తున్నారు. దాన్ని పట్టుకుని ఝళిపిస్తున్న వారి ముఖాలు చూడండి. వారు దండయాత్రలకు బయలుదేరినవారిలా కనిపిస్తున్నారు. కొత్త ప్రాంతాలను ఆక్రమించుకోడానికి బయలుదేరిన ఆక్రమకకశక్తుల్లా, అక్కడి ప్రజలను ఓడించడానికి బయలుదేరిన వారిలా కనిపిస్తున్నారు. ఈ జెండా కేవలం తమది మాత్రమేనని, తమకు తప్ప మరెవ్వరికీ చెందదనీ, ఇతరులు దానికి సాష్టాంగపడేలా చేస్తామని, తమ మాట వినేలా చేయడానికి బయలుదేరిన శక్తుల్లా కనిపిస్తున్నారు‘‘
ప్రొఫెసర్ అపూర్వానంద్ రాసిన ఈ మాటలు కాస్త విపరీతంగా కనిపిస్తున్నాయా?
గణతంత్ర దినోత్సవం రోజున కాస్ గంజ్ లో అల్లర్ల తర్వాత బరేలీ జిల్లా మేజిస్ట్రేటు రాఘవేంద్ర విక్రమ్ సింగ్ ఫేస్ బుక్ పోస్టు కూడా ఒకసారి చూస్తే చాలా విషయాలు అర్థమవుతాయి. ఆయనేం రాశాడంటే ’’విచిత్రమైన వ్యవహారాలు నడుస్తున్నాయి. ముస్లిముల మహల్లాల్లోకి బలవంతంగా ఊరేగింపుగా వెళ్ళడం. అక్కడ పాకిస్తాన్ ముర్దాబాద్ అంటూ నినాదాలు చేయడం. ఎందుకలా చేస్తున్నారు? వాళ్ళేమైనా పాకిస్తాన్ వాళ్ళా? ఇక్కడ బరేలీలోని ఖైలాన్ లోను ఇలాగే జరిగింది. ఆ తర్వాత రాళ్ళు విసరడం, ఆ తర్వాత కోర్టు కేసులు.‘‘ జెండాలు చేతబట్టుకుని గుంపులు ఏం చేస్తున్నాయో ఈ పోస్టు చదివిన తర్వాత అర్ధం కావడం లేదా? ఆ మేజిస్ట్రేటు గారు మరో పోస్టు కూడా పెట్టారు, పాకిస్తాన్ కన్నా పెద్ద శత్రువు చైనా. చేతిలో జెండా పట్టుకుని చైనాకు వ్యతిరేకంగా ఎప్పుడూ నినాదాలివ్వరేమిటి? అని ప్రశ్నించారు. దేశంలో సామాజిక సమైక్యతను దుష్టశక్తులు నాశనం చేస్తున్నాయని ఆయన ఆవేదన వ్యక్తం చేశారు. 
అసలు కాస్ గంజ్ లో ఏం జరిగింది? ఏం జరిగిందో తెలుసుకునే తక్షణ మార్గం మీడియా. కాబట్టి మీడియాలో వచ్చిన వార్తలనే అందరం నమ్ముతాం. రిపబ్లిక్ డే రోజున కాస్ గంజ్ లో అల్లర్లు జరిగాయి. ఏబిపి న్యూస్ జర్నలిస్టు అభిసార్ శర్మ ఈ అల్లర్ల గురించి, మీడియా రిపోర్టింగ్ లో చవుకబారు మతతత్వాన్ని బట్టబయలు చేశాడు.
కాస్ గంజ్ అల్లర్ల గురించి చాలా మీడియా చానళ్ళు ఏం చెప్పాయంటే, రిపబ్లిక్ డే రోజున పతాకావిష్కరణ, జెండా ర్యాలీలు జరక్కుండా అక్కడ ముస్లిములు అడ్డుకున్నారు. ’భారత్ మేం తిరంగా... పహరాయాతో దంగా‘‘ అంటే ’’భారతదేశంలో మువ్వన్నెల జెండా ఎగరేస్తే హింసాకాండ‘‘.. ఇది సబ్ సే తేజ్ అని చెప్పుకునే ఆజ్ తక్ పెట్టిన చర్చ. మతతత్వ అల్లర్లు రెచ్చగొట్టేలా వార్తలను ప్రసారం చేయడంలో అందెవేసిన చేయి సర్దానా ఈ చర్చ పెట్టాడు. విచిత్రమేమంటే అదే చానల్ కు చెందిన అశుతోష్ మిశ్రా కాస్ గంజ్ వెళ్లి అక్కడ ప్రజలతో మాట్లాడినప్పుడు, చివరకు ఒక హిందూ పూజారి కూడా చెప్పిన మాటలు సర్దానా పచ్చి అబద్దాలు చెబుతున్నాడని స్పష్టం చేశాయి. 
బిజేపి నాయకులు ఈ అవకాశాన్ని వదులుకోవడం లేదు. వినయ్ కతియార్ బిజేపి ప్రముఖ నాయకుడు. వరుసగా, ఆదిత్యనాథ్ లాగే గెలుస్తూ వచ్చిన నాయకుడేమన్నాడంటే ’’అక్కడ పాకిస్తాన్ పూజారులు వచ్చేశారు. వాళ్ళు భారత జెండాను గౌరవించడం లేదు. పాకిస్తాన్ జెండానే గౌరవిస్తున్నారు. పాకిస్తాన్ జిందాబాద్ నినాదాలిచ్చారు. అలాంటి వారి పట్ల కఠినంగా వ్యవహరించాలి.‘‘
సిఎన్ఎన్ ఐబిఎన్ రిపోర్టరు ఆయన్ను కలుసుకుని అక్కడ పాకిస్తాన్ జిందాబాద్ నినాదాలిచ్చినట్లు, పాకిస్తాన్ జెండా ఎగరేసినట్లు పోలీసులు చెప్పడం లేదు, జిల్లా మేజిస్ట్రేటు చెప్పడం లేదు, ఎఫ్ ఐ ఆర్ లో కూడా అలాంటి ప్రస్తావన లేదు. మీరెలా చెబుతున్నారు మహాశయా మీ దగ్గర ఆధారాలేమున్నయని అడిగినప్పుడు ముఖం చాటేసి వెళ్ళిపోయాడీ నాయకుడు.
కేంద్ర మంత్రి నిరంజన్ జ్యోతి ఏమన్నారో చూద్దాం, కాస్ గంజ్ సంఘటనను చూస్తే దేశద్రోహ శక్తులు జెండా యాత్రను సహించడం లేదని తెలుస్తోంది. ఉత్తరప్రదేశ్ ప్రభుత్వం ఈ విషయమై కఠినంగా వ్యవహరిస్తోంది. 
ఉత్తరప్రదేశ్ లో బిజేపి ప్రభుత్వం ఉంది, కేంద్రంలో బిజేపి ప్రభుత్వం ఉంది అయినా ఉత్తరప్రదేశ్ లో దేశద్రోహ శక్తులు వచ్చేస్తే ఈ ప్రభుత్వాలు ఏం చేస్తున్నాయి. అల్లర్లు జరిగి ఇన్ని రోజులు గడిచినా అసలు నిందితులెవరన్నది పేర్లు చెబుతున్నారే కాని అరెస్టులు ఎందుకు చేయడం లేదు? ఈ ప్రశ్నలకు జవాబులెవరి వద్దా లేవు.
సరే బిజేపి నాయకుల ప్రకటనలు, వారి వ్యాఖ్యలు, మీడియాలో కొన్ని శక్తుల ప్రచారాలు ఇవన్నీ చూస్తే వెంటనే అర్ధమైంది కాస్ గంజ్ లో ముస్లిములు త్రివర్ణ పతాకం ర్యాలీని అడ్డుకున్నారు, అల్లర్లకు పాల్పడ్డారు, హింసాకాండకు పాల్పడ్డారు. వినయ్ కతియార్ స్పష్టంగా ’’వాళ్ళు‘‘, ’’మేము‘‘ లాంటి పదాలు ఉపయోగించాడు. ఇది మొదట మీడియాలో వచ్చిన వార్తల వల్ల అర్ధమైన విషయం. కాని సత్యం దాచేస్తే దాగదు. అది ఎలాగూ బయటపడుతుంది.
హిందూత్వ శక్తులు చేస్తున్న ఈ ప్రచారంలో నిజం లేదని తేలిపోయింది. ఏబివిపి, విహెచ్పి ప్రచారం అబద్దాలపుట్ట అన్నది స్పష్టమైంది. కాస్ గంజ్ లోని ముస్లిం ప్రాంతంలో ముస్లిములు వీర్ అబ్దుల్ హమీద్ చౌక్ వద్ద రిపబ్లిక్ డే సందర్భంగా పతాకావిష్కరణ కార్యక్రమం ఏర్పాటు చేసుకున్నారు. రోడ్డుపై కుర్చీలు వేసి జెండా ఎగరేయడానికి ఏర్పాట్లు చేసి ఉన్నాయి. సాధారణంగా ఇలాగే ప్రతి ప్రాంతంలోను జెండావందన కార్యక్రమం జరుగుతుంది. ఆ ప్రాంతంలోకి హిందూత్వ శక్తుల గుంపు మోటారు సైకిళ్ళపై వచ్చింది. వాళ్ళ చేతుల్లో భారత జాతీయ జెండాలతో పాటు కాషాయ జెండాలు కూడా ఉన్నాయి. వాళ్ళు తమ ర్యాలీ అటు నుంచే వెళ్ళాలని పట్టుబట్టారు. కుర్చీలు వేసి ఉండడం వల్ల జెండా వందనం తర్వాత వెళ్ళవచ్చని, జెండావందనంలో పాల్గొనాలని అక్కడి వాళ్ళు చెప్పారు. కాని ర్యాలీలో ఉన్నవాళ్లు ఒప్పుకోలేదు. ఘర్షణ జరిగింది. 
ఈ విషయాన్ని అక్కడి ఐజి ధ్రువ్ కాంత్ ఠాకూర్ కూడా స్పష్టంగానే చెప్పాడు. అక్కడ ముస్లిములు రిపబ్లిక్ డే సందర్భంగా పతాకావిష్కరణ చేస్తున్నప్పుడు ఘర్షణ జరిగింది. మరి పాకిస్తాన్ జిందాబాద్, పాకిస్తాన్ జెండా ఎగరేయడాలు ఇవన్నీ ఎక్కడి నుంచి వచ్చాయి. అక్కడ ఎఫ్ ఐ ఆర్ లలో కూడా ఈ ప్రస్తావన ఎవరూ చేయలేదు. బిజేపి నాయకులు మతం చిచ్చు పెట్టడానికి చేస్తున్న ప్రయత్నం ఒకవైపు ఉంటే, ముస్లిములైనా, దళితులైనా ఎవరైనా జాతీయ పతాకం ఆవిష్కరించాలని అనుకున్నా అది వారికి వ్యతిరేకంగా మారిపోయే పరిస్థితి దేశంలో నెలకొంది.
ఆజ్తక్ వంటి చానళ్ళలో పనిచేసే రోహిత్ సర్దానా లాంటి యాంకర్లు మతం మంటలు మరింత ఎగదోయడానికి చేతనైనన్ని ప్రయత్నాలు చేశారు. ’’జాతీయ జెండా ఎగరేయాలన్న సంకల్పం బలంగా ఉన్న చందన్ తన ప్రాణాలను త్యాగం చేశాడని ట్వీటు చేశాడు. అక్కడెవరైనా జాతీయ జెండా ఎగరేయడాన్ని అడ్డుకున్నారా? అదే చానల్ కు చెందిన శ్వేతా సింగ్ ట్వీటు చేస్తూ భారతమాతాకి జై అనడమే పాపమా అంది. రెండువేల రూపాయల నోట్లలో ట్రాకింగ్ చిప్పు అనే చెత్త వార్తలు ప్రసారం చేసిన ఘనత ఈవిడదే. 
పాకిస్తాన్ జిందాబాద్ అననందుకే నా కొడుకును చంపేశారని ఆ అల్లర్లలో మరణించిన చందన్ గుప్తా తండ్రి చెప్పినట్లు కొన్ని పత్రికలు రాశాయి. ఈ వార్తకు నిర్ధారణ లేదు. మరో వ్యక్తి రాహుల్ ఉపాధ్యాయ్ కూడా అలాగే చనిపోయాడన్న వార్త గుప్పు మంది. స్వయంగా ఆ రాహుల్ ఉపాధ్యాయ పోలీసుల దగ్గరకు వెళ్ళి తాను బతికే ఉన్నానని, ఆ సంఘటనలు జరిగినప్పుడు అస్సలు కాస్ గంజ్ లోనే లేనని చెప్పుకున్నాడు. మరో చానల్ లో చర్చల సందర్భంగా చందన్ గుప్తా తండ్రి తన కుమారుడి మరణానికి కారణం ఉద్రిక్తతల వాతావరణం అని చెప్పినట్లు తెలిసింది. 
మొత్తానికి కాస్ గంజ్ విషయంలో అబద్దాలు, మతవిద్వేషాలను రెచ్చగొట్టడానికి ప్రధాన మీడియాలోను, సోషల్ మీడియాలోను తమ పెయిడ్ ఆర్టిస్టులతో మాట్లాడిస్తూ, మరోవైపు బిజేపి నేతలు స్వయంగా మతం చిచ్చు పెట్టే మాటలు చెబుతూ మరో ముజఫర్ నగర్ వాతావరణం సృష్టించే ప్రయత్నం చేశారు. 
కాని ఈ ప్రయత్నాలకు జాతీయ జెండాను వాడుకోవడం అత్యంత శోచనీయం. చేతిలో జెండా పట్టుకుంటే ఎక్కడికైనా వెళ్ళొచ్చు, ఏమైనా చేయొచ్చు అనే ధోరణి కనిపిస్తోంది. జాతీయ జెండా తమ చేతిలోనే ఉండాలి, ఇతరులు ఆ జెండాను పట్టుకున్నా సహించలేరు. కాస్ గంజ్ లో చేసిందిదే. అక్కడ జెండా వందనాన్ని అడ్డుకుని హింసాకాండ సృష్టించారు. బిజేపి ఇలా చేయడం ఇది కొత్త కాదు. జాతీయ జెండాను తమ రాజకీయ ప్రయోజనాలకు సాధనంగా మార్చుకోవడమూ కొత్త కాదు. 
కర్నాటకలో 1994లో హుబ్లీ లోని ఈద్గా మైదాన్ వద్ద జాతీయ జెండా ఎగరేస్తామంటూ చేసిన హంగామా ఇప్పుడు ఎవరికి గుర్తుండి ఉండదు. కాని అప్పటి హింసాకాండలో ఆరుగురు మరణించారు. అప్పుడు హుబ్లీలో జరిగిందే ఇప్పుడు కాస్ గంజ్ లోను జరిగింది. ముస్లిములకు వ్యతిరేకంగా హిందువులను రెచ్చగొట్టడానికి ఈ వ్యూహాన్ని బిజేపి ఎప్పటి నుంచో అమలు చేస్తూ వస్తోంది. మధ్యప్రదేశ్ నుంచి కర్నాటకకు బిజేపి నేత ఉమాభారతి అప్పుడు ఈద్గా మైదాన్ లో త్రివర్ణ పతాకాన్ని ఎగరేయడానికి వచ్చింది. రాజకీయంగా బిజేపికి ఈ కార్యక్రమం ఎంత ప్రముఖమైనదో దీన్ని బట్టి అర్ధం కావడం లేదా? ఇప్పుడు బిజేపిలోనే అనామక స్థాయికి దిగజారిన ఒకప్పటి బిజేపి నాయకుడు మురళీ మనోహర్ జోషి కూడా జెండా రాజకీయాలు నడిపాడు. ఇప్పుడు ప్రధాని కూడా తిరంగ యాత్ర గురించి మాట్లాడుతుంటారు. ఆరెస్సెస్ నాయకులు కేరళ వెళ్ళి తిరంగా ఏగరేసే కార్యక్రమాలు చేస్తుంటారు. వీధుల్లో మోటారు సైకిళ్లపై ముగ్గురేసి యువకులు జెండా పట్టుకుని హెల్మెటు కూడా లేకుండా వేగంగా వెళుతుంటారు. ఫిబ్రవరి 2017లో రామ్ జాస్ కాలేజి విద్యార్థులపై దాడి చేసిన తర్వాత ఏబివిపి ఢిల్లీ యూనివర్శిటీలో తిరంగా ర్యాలీయే తీసింది. ఈ వివరాలన్నీ ప్రొఫెసర్ అపూర్వానంద్ రాస్తూ అందుకే వాళ్ళ చేతుల్లో ఉన్న జెండా నా జెండా కాదన్నారు. 
కాస్ గంజ్ కొత్త భారతదేశంలో కొత్త రాజకీయాలకు దర్పణం పడుతుంది. వ్యవస్థీకృత ఆటవిక దశలోకి క్రమంగా జారుకుంటున్న వైనాన్ని కళ్లకు కడుతోంది. మధుర సమీపంలోని కాస్ గంజ్ లో సాధారణ పరిస్థితులు ఇంకా ఏర్పడలేదు. 22 సంవత్సరాల చందన్ ఈ అల్లర్లలో మరణించాడు. అతన్ని తుపాకితో కాల్చి చంపిందెవరో ఇంతవరకు ఖచ్చితంగా తెలియదు. పోలీసులు చెబుతున్న ప్రధాన నిందితుడిని వాళ్ళు ఇన్ని రోజులుగా ఎందుకు అరెస్టు చేయలేకపోయారో తెలియదు. మరో వ్యక్తి చనిపోయాడని అబద్దాలు ప్రచారంలో పెట్టారు. కాని అది అబద్దం అని తెలిసిన తర్వాత కూడా వెనక్కి తగ్గలేదు. 
కాస్ గంజ్ లో వినబడుతున్న ఆర్తనాదాలు, స్కూలు పిల్లల బస్సుపై కర్ణీసేన చేసిన దాడుల్లో వినిపించిన ఆర్తనాదాలు ఇవన్నీ ఒకే నిజాన్ని చాటి చెబుతున్నాయి. ప్రజలకు భద్రత కల్పించడంలో పాలనాయంత్రాంగం పూర్తిగా విఫలమవుతోంది. గుంపుల హింసాకాండ నుంచి భారతదేశంలో రక్షణ పొందడం సాధ్యం కాదు. స్కూలు పిల్లల బస్సుపై దాడిని ఎంత సిగ్గులేకుండా సమర్థిస్తారో అంతే సిగ్గులేకుండా ప్రతి అబద్దాన్ని సమర్థించుకుంటారు. రిపబ్లిక్ డే ఉత్సవాలను అడ్డుకుని పాకిస్తాన్ కి పొమ్మని చెప్పడమే కాదు, అక్కడ పాకిస్తాన్ జిందాబాద్ నినాదాలు చేశారంటూ అబద్దాలను ప్రచారంలో పెట్టి జనాన్ని నమ్మిస్తారు. 
ఇక్కడ గమనించవలసిన మరో విషయమేమంటే, ఒక ప్రాంతం వారు అక్కడ జెండావందనం చేసుకోవడంలో అభ్యంతరమేమిటి? మోటారు సైకిళ్ళపై జెండాలు పట్టుకుని ఒక ప్రాంతం వాళ్ళు మరో ప్రాంతంలోకి చొచ్చుకువచ్చి, ఘర్షణ వాతావరణం సృష్టించవలసిన అవసరమేముంది. అందరూ ప్రశాంతంగా జెండావందనం చేసుకోవచ్చు కదా. అలా ప్రశాంతంగా జరిగితే అందులో రాజకీయ ప్రయోజనాలు ఉండవు.
ఢిల్లీ యూనివర్శిటీ రామ్ జాస్ కాలేజిలో ఒక సెమినార్ ప్రశాంతంగా జరుగుతున్నప్పుడు ఈ శక్తులు చేసింది ఇదే. ఆ సెమినార్ పై దాడి చేసి, విద్యార్థులను చితక్కొట్టి వారిని జాతి వ్యతిరేకులనీ, పాకిస్తాన్ ఏజంట్లని, దేశద్రోహులనీ ప్రచారం చేశారు. దొంగ వీడియోలు, మార్ఫింగ్ చేసిన వీడియోలు ప్రచారంలో పెట్టిన విషయం కూడా తర్వాత బయటపడింది. ఆ తర్వాత ఈ శక్తులే ఢిల్లీ యూనివర్శిటీలో తిరంగా ర్యాలీ తీశాయి. జెఎన్ యు విషయంలోను మార్ఫింగ్ వీడియోల కథ బయటకు వచ్చింది. కొన్ని న్యూస్ చానళ్ళు ఈ వీడియోలనే ప్రసారం చేస్తూ మతతత్వ శక్తులకు కావలసిన సహాయం అందించాయి. 
కాస్ గంజ్ జిల్లా పోలీసు సూపరిండెంటు సునీల్ కుమార్ సింగ్. కాస్ గంజ్ లో సంఘటనల వెనుక రాజకీయ కుట్ర ఉందన్నట్లు ఆయన సూచనాప్రాయంగా మాట్లాడాడు. తిరంగా యాత్ర చేపట్టి మోటారు సైకిళ్లపై బయలుదేరిన ఏబివిపి, విహెచ్పి కార్యకర్తలు ఈ ర్యాలీకి పోలీసు అనుమతి తీసుకోలేదని ఆయన చెప్పాడు. చందన్ గుప్తాను కాల్చిందెవరో ఖచ్చితంగా తెలియదు. నౌషాద్ అనే మరో వ్యక్తి తీవ్రంగా గాయపడ్డాడు. అదే రోజున ట్రాఫిక్ లో కారు ఇరుక్కుని కూర్చుని ఉన్న అక్రమ్ అలీపై పదునైన ఆయుధంతో దాడి జరిగింది. ఈ సంఘటనలు జరిగిన కొద్ది సేపటికి అక్కడికి చేరుకున్న బిజేపి ఎంపి రాజ్ వీర్ సింగ్ రెచ్చగొట్టే ప్రసంగాలు చేయడమే కాదు, జిల్లాలోని పోలీసు అధికారులతో విచారణ జరిపించరాదని అన్నాడు. దానికి కారణం జిల్లా యస్.పి. చెప్పిన నిజాలు. తిరంగా ర్యాలీలో పాల్గొన్నవారు రెచ్చగొట్టే నినాదాలు చేయడమే ఘర్షణకు కారణమని జిల్లా యస్. పి. స్పష్టంగా చెప్పాడు. యస్.పి. చెప్పిన మాటలు అక్కడి వీడియో ఫుటేజి చూస్తున్నప్పుడు నిజమే అనిపిస్తాయి. కాని ఆ యస్.పి.ని వెంటనే ఆదిత్యనాథ్ ప్రభుత్వం మీరట్ లోని పోలీసు శిక్షణా కళాశాలకు బదిలీ చేసింది. మరణించిన చందన్ గుప్తా కుటుంబానికి 20 లక్షల పరిహారం ప్రకటించారు. 
రాజకీయ పార్టీల ఆశీర్వాదం ఉంటే చాలు గుంపు హింసాకాండ అడ్డు అదుపు లేకుండా కొనసాగే సంస్కృతి ఇప్పుడు స్థిరపడినట్లే కనిపిస్తోంది. చరిత్రను పరిశీలిస్తే జర్మనీలోను హోలోకాస్ట్ కు ముందు, కాంసంట్రేషన్ క్యాంపులకు ముందు ఇలాంటి స్థితే ఉండేది. ఇప్పుడు అనేక సముదాయాలు ముట్టడికి గురవుతున్నాయి. రచయితలు, ఫిల్మ్ మేకర్లు, యాక్టర్లు, విద్యార్థులు, అసమ్మతి స్వరం వినిపించే జర్నలిస్టులు అందరు ముట్టడికి గురవుతున్నారు. ముస్లిములు, దళితులపై తీవ్రమైన ఒత్తిడి పరిస్థితి ఉంది. ఇప్పుడు పరిస్థితేమిటంటే, ఈ వర్గాలు జాతీయజెండా ఎగరేయాలన్న అనుమతి తీసుకోక తప్పదనిపిస్తోంది. మతతత్వ శక్తుల అనుమతి లేనిదే సినిమాలు విడుదల కావు. పుస్తకాలు నిషేధానికి గురవుతాయి. చరిత్రను తిరగరాస్తారు. డార్విన్ తప్పో ఒప్పో శాస్త్రవేత్తలు చర్చించడం జరగదు, రాజకీయ నాయకులు తీర్మానించేస్తారు. యూనివర్శిటీల్లో రాజకీయాలు వికృతంగా మార్చేస్తారు. మీడియాను సాగిలబడేలా చేస్తారు. చివరకు స్కూలుబస్సులో పిల్లలను కూడా వదిలిపెట్టరు. రాజస్థాన్ లో కూలివాడి హత్యను వీడియో తీసిన అమానుషాన్ని సమర్ధించేవాళ్ళు కూడా పుట్టుకొస్తారు. హంతకుడి ఖాతాకు డబ్బులు పంపిస్తారు. ఈ గుంపులు ఒకటి తర్వాత ఒకటిగా విజయాలు సాధిస్తున్నాయి. అక్లాక్ ను ఇంటిలో చంపాయి, పహ్లూ ఖాన్ ను రోడ్డుపై చంపాయి, జునైద్ ను రైల్లో చంపాయి... ఎక్కడైనా ఎప్పుడైనా చంపగలమని చెబుతున్నాయి. మతతత్వ రాజకీయాలు నడిపేవారు ఆనందంగా ప్రతి విజయాన్ని చూస్తున్నారు. ఇలాంటి సమాజం ఉన్నంత కాలం తమదే అధికారమన్నది వారికి బాగా తెలుసు. ఒక విష వలయం లాంటి హింసాకాండలో వినాశం వైపు ప్రయాణించడం కొనసాగుతోంది.

DELHI:  The Government today made a strong pitch for the passage of the triple talaq bill in the Budget Session of parliament and said it would talk to various parties to bring about consensus on the issue.

A day before the start of the session, the government met leaders of several political parties in parliament House and sought their cooperation in ensuring its success.

The meeting was attended by Prime Minister Narendra Modi, union ministers Rajnath Singh, Arun Jaitley and Ananth Kumar, besides leaders of the opposition and other parties.

Parliamentary Affairs Minister Kumar termed the all-party meeting "fruitful".

The government will do everything possible to ensure the passage of bill in the Budget Session, Mr Kumar later said.

Finance Minister Arun Jaitley will present the current BJP-led NDA regime's last full-fledged budget on February 1. The first spell of the session will end on February 9.

Parliament will meet again between March 5 and April 6.

The budget is likely to carry a strong political message with an emphasis on farmers and the poor and an eye on the 2019 Lok Sabha elections.


Besides the budget priorities, it is the government's legislative agenda which is likely to witness strong protests from the Opposition.

It will also seek to corner the government during the debate on the 'Motion of Thanks to the President's Address' over a host of issues, including unemployment, farm distress and communal clashes, opposition leaders said.

The President's address, which projects the government's points of view, is likely to focus on the Centre's efforts at boosting economic and farm growth, creating employment and empowering the poor and other weaker sections of society.

Besides the triple talaq legislation, which criminalises instant talaq by Muslim men, the government is also likely to make a pitch for the passage of the OBC bill, which seeks to give a constitutional status to the OBC commission.

Both bills are politically significant for the BJP which is a strong votary of the abolition of instant triple talaq among Muslims, a practice declared void by the Supreme Court last year.

COMMENTSThe Lok Sabha had passed the bill seeking imprisonment for Muslim men convicted of practising instant triple talaq, but a united opposition had stalled it in the Rajya Sabha, where the NDA lacks a majority.

The BJP also hopes to consolidate its support among backward classes by according constitutional status to the OBC commission, which, it believes, will give it more teeth.

Kasganj (UP): More than 80 persons were arrested while Rapid Action Force (RAF) and Provincial Armed Constabulary (PAC) personnel intensified vigil on Sunday in strife-torn Kasganj which continued to be tense.

Explosives were found during house to house searches following which the state police chief said that the stringent National Security Act (NSA) would be invoked against the culprits.

The Yogi Adityanath government, meanwhile, emphasised that none of the mischief mongers would be spared. Deputy Chief Minister Dinesh Sharma said that neither the criminals nor conspirators would get away even as the opposition BSP and SP targeted the state government on the law and order front.

At least three shops, two private buses and a car were torched here on Saturday after a young boy was killed in clashes following stone-pelting by a mob on a motorcycle rally taken out to celebrate Republic Day.

Uttar Pradesh Police claimed that the situation was now again turning normal.

"We are speaking to the people, the guilty are being arrested, intensive checking and house-to-house searches were undertaken. And this is the reason why the situation is absolutely under control," DGP OP Singh said in Lucknow.

Referring to the incidents that led to the violence, he said that there was stone pelting between two groups resulting in the death of one person and injury to another.

"The police acted swiftly and controlled the situation, and we have intensified patrolling since the outbreak of the tension," the DGP said.

Asked whether any permission was taken for a 'Tiranga Yatra', the DGP said that no such nod was required.

"26 January (Republic Day) is a national festival, and no permission is needed. This was a 'prabhat pheri' (morning event)...Some anti-social elements started pelting stones. Police immediately reached the spot and controlled the situation by arresting a few persons. Since then, we are keeping a close watch. Today, there has been no worrisome incident," he said.

DGP Singh said stringent action will be taken against the guilty.

"So far more than 80 persons have been arrested. House-to-house searches are going on. During the searches, explosives were found. National Security Act (NSA) will be slapped on the criminals for vitiating the atmosphere," he said.

The administration also organised a meeting of the district peace committee this morning to restore normalcy.

"At the meeting of the peace committee, whose members include prominent citizens of the district, it was decided that shopkeepers will open their shops and commercial establishments," ADG Agra, Ajay Anand, said.

Divisional Commissioner, Aligarh, Subhash Chandra Sharma, said the peace committee meeting was held at the Nagar Panchayat office. He said that shops selling tea, snacks, vegetables, milk and medicine were already allowed to remain open and normalcy would when others open their shops.

"The administration is acting tough on those who had indulged in the violence, based on the video evidence," Sharma said.

Terming the Kasganj violence as unfortunate, Uttar Pradesh Deputy Chief Minister Dinesh Sharma on Sunday said that not even a single guilty person will be spared.

Speaking to reporters in Kanpur, he said, "...let me tell you that not a single person responsible for this incident, will be spared. Chief Minister Yogi Adityanath is himself monitoring the developments, and stringent punishment will be meted out to the guilty, no matter how big the guilty is or how strong his political connections are".

Sharma said that a criminal was a criminal irrespective of his caste, creed or religion. Such incidents will not be allowed to happen in any other place, he stressed.

"Now we have strong laws. It is a warning to criminals that if they conspire to create riots, rifts in the society, or indulge in dacoity, then all those indulge in these acts will be punished and also their conspirators," he said.

The Bahujan Samaj Party (BSP), meanwhile, targeted the BJP over the incident.

In a statement issued, BSP chief Mayawati claimed that in the entire country and especially in BJP-ruled Uttar Pradesh, Gujarat, Madhya Pradesh, Haryana, Rajasthan and Maharashtra, development and public welfare activities had taken a back seat while a poor law and order situation prevailed.

This proves that there has been a criminalisation of the ruling BJP at every level, she said.

"In UP, there no rule of the Constitution, but a jungle raj-like atmosphere is prevailing. The latest example is that of Kasganj district, where on 26 January there was tension. The tension is still prevailing, and the state government seems to be failing here," Mayawati said.

She said the BSP condemned the violence and demands that stringent punishment be given to the guilty persons.

Samajwadi Party spokesperson Sunil Singh Sajan alleged, "The government is staging riots in Kasganj. We do not want the resignation of the chief minister. We simply want peace and normalcy to return to the trouble-torn place, which is synonymous with the Ganga-Jamuni culture of the state".

He alleged that for the past three days volunteers of RSS, Vishva Hindu Parishad and ABVP were threatening people and an atmosphere of fear prevailed. "And the government is quiet. The police are helpless," he claimed.

The Uttar Pradesh Police on Saturday arrested nine people in connection with Kasganj violence that resulted in the death of a man while another was injured. The clashes broke out between two groups in Kasganj district of Uttar Pradesh over an unauthorised bike rally organised to mark the Republic Day.

A special team has been formed by the UP Police to apprehend the remaining culprits for inciting violence in the area. The developments come after Chief Minister Yogi Adityanath urged people to maintain peace and harmony, directing officials to take strict action in the matter.

Where is Kasganj?

Kasganj is a district in western UP which was created on April 17, 2008 by dividing Etah district, and falls under Aligarh division. The district is surrounded by Farurkabad in the east, Aligarh in the west, Etah district in north and Badaun in the south. In order to maintain law and order, the district has 10 police stations. The city is over 200 km away from the national capital.

What led to the violence?

A ‘Tiranga yatra’ was organised by Akhil Bharatiya Vidyarthi Parishad (ABVP)-student wing of the ruling BJP in the state and Vishwa Hindu Parishad (VHP) to mark the 69th Republic Day. The procession was being organised without permission from the administration on Friday. The clash occurred after a group in Badu Nagar objected to certain slogans being raised by motorcycle-borne participants of the “Tiranga Yatra”, which had started from the Bilram Gate area. According to police, another trigger for the clash was an altercation in which a member of one group allegedly slapped a youth of the other group.

Chandan Gupta (22) died after being hit on the chest by a bullet in clashes that ensued, and Noushad was admitted to a hospital in neighbouring Aligarh district after being shot in the leg.

As police parties patrol the area, the situation on Friday was contained after a team deployed for Republic Day celebrations at the Reserve Police lines, 16 km away, rushed to the spot. R P Singh, District Magistrate, Kasganj, said, “Our main priority is to ensure that peace is maintained.”

A mob torched some shops and vandalised property while returning from the cremation of Chandan. While the police assured that the situation was under control in the area, traders have reportedly been asked to keep their shops shut and remain indoors.was over right of way

Minutes before an unauthorised “Tiranga Yatra” on motorcycles entered Baddu Nagar in Kasganj, triggering a communal clash, residents of the Muslim-dominated locality had arranged chairs on the road and were getting ready to hoist the Tricolour on Republic Day, senior police officers and witnesses told The Sunday Express.

Members of the bike rally, however, demanded that the chairs be removed and a path cleared for them to move on, residents said. “They were shouting slogans, we requested them to let our celebrations finish first. But they were adamant and did not leave,” said Mohammed Munazir Rafi, a resident and advocate.

Speaking to The Indian Express, IGP Dhruva Kant Thakur, who reached Kasganj from Lucknow on Saturday morning, said, “Members of the Muslim community were about to hoist the national flag when the incident took place.”

”I had contributed Rs 200 for the Republic Day celebration here,” said Rafi.

More Violence In Kasganj, Shops Torched

”In the morning, I left home to attend the flag-hoisting ceremony at Kasganj court. When I returned, chairs had been arranged on the road for the Republic Day programme in our locality. Suddenly, a group of around 50-60 people arrived on bikes and started demanding that the chairs be removed. They were also shouting slogans,” he said.

After the group refused to leave, said the advocate, an argument ensued. “We asked them to join the celebration. But many people had gathered and soon, there was some pushing and shoving. Then they left their bikes here and went away. I called the Kasganj police station, and apprised them of the situation when they arrived 25 minutes later,” said Rafi.

According to Kasganj Additional SP Pavitra Mohan Tripathi, police separated the two groups. However, he said, the rally participants regrouped and took a detour to reach Tehsil road, another Muslim-dominated area, where residents thought they had arrived to retaliate. “This triggered the shooting incident in which a 28-year-old man was killed,” said Tripathi.

On Saturday evening, residents of Baddu Nagar said they were waiting for the situation to normalise before approaching police with their version.

”The situation could have been sorted out but it ended in a big problem,” said an elderly resident who did not wish to be named.

Kasganj, where one person died in communal clashes on Friday, and violence was reported on Saturday, lies in an area of near-total domination of agrarian communities — Lodh-Rajputs, Kachhi (Shakya) and Yadavs, all OBC communities — along with a significant presence of people from the minority community.

Such has been the control of the agrarian community in the area that a Lodh-Rajput candidate has won every election from Kasganj Assembly segment since 1977, barring 2007 state elections when Hasratullah Shervani of the BSP was elected.

While the then Mayawati-led BSP government had carved out a separate district from Etah in 2008 and named the new district Kanshiram Nagar — the Samajwadi Party (SP) government of Akhilesh Yadav renamed it Kasganj in 2012 — Kasganj town, where the incidents of communal violence has been reported from, comes under Etah Lok Sabha constituency.

Barring 1980 and 1984, Etah has sent a candidate from either of the three OBC communities to Lok Sabha in every election since 1977: Mahadeepak Singh Shakya (1977, 1989, 1991, 1996, 1998), Devendra Singh Yadav (1999, 2004), Kalyan Singh (2009), and his son Rajveer (2014). Rajveer, the present MP from Etah, was in attendance at today’s funeral of Abhishek Gupta, who died in Friday’s firing.

While Mahadeepak is from Kachhi community, Devendra comes from Yadav and the father-son Singh duo from the Lodh community, reflecting the political grip of these three agrarian communities in and around the area.

The two exceptions were Pyarey Miyan of Lok Dal in 1984 — he won against the odds, when Congress swept the then undivided UP after Indira Gandhi’s assassination, winning 83 of 85 seats; Lok Dal chief Charan Singh won the other seat — and Congress’s Malik Mohammad Mishir Khan in 1980.

Former UP CM Kalyan Singh was elected to the Assembly from Kasganj in 1993, the elections soon after the demolition of the Babri Masjid — Singh was the CM when the mosque was razed the year before. Singh, however, resigned from Kasganj while retaining his membership from Atrauli.

While BJP won Etah Lok Sabha seat in four consecutive elections between 1989 and 1998, and again in 2014, the party won Kasganj Assembly seat in 1991, 1993, 1996 and 2017.

Although Mayawati carved out Kasganj as Kanshiram district, comprising the Assembly segments of Amapur, Patiyali and Kasganj, the party did not reap the political benefits even in the state elections immediately afterward: in 2012, SP won Kasganj and Patiyali, the BSP bagged only Amapur in 2012.

In 2017, the BJP swept the seats, ahead of SP candidates in all three seats.

 The Uttar Pradesh government has snapped Internet services in Kasganj district till 10 pm tonight, after fresh violence erupted on Saturday when groups of people went on a rampage in western UP's Kasganj town after the cremation of a young man killed in clashes on Friday.

One group burnt down a few shops in the town's main market, others vandalised shops at an intersection a short distance away and burnt down two buses. Late on Saturday night, a shop belonging to an individual of a particular community was burnt down by miscreants on the outskirts of the Kasganj town.

Chandan Gupta, 22, had died in clashes that broke out on Friday during a "Tiranga bike rally" by activists of the RSS-backed students' group, ABVP and the Vishwa Hindu Parishad. He was a commerce student at a local college. His parents said he was involved with a local non-profit and used to participate in activities like blanket distribution and blood donation drives.

Another person injured in the communal clashes, Naushad, is admitted to hospital. According to reports, both had bullet injuries.

The incidents of vandalism on Saturday - a car was torched late in the evening also - were seen as a reaction to Chandan Gupta's death. It is, however, not clear why the police was not able to keep peace in the area. It had figured that there could be more violence and had requisitioned additional forces soon after yesterday's round of violence.

Uttar Pradesh Chief Minister Yogi Adityanath had yesterday responded swiftly to the death of the young man and appealed to both communities to maintain peace. The police also had been ordered to deal sternly with the culprits.

Too busy fire-fighting yesterday, much of this crackdown started today.


By the end of the day, Kasganj's district magistrate RP Singh declared that the police had arrested 49 people. Senior police officers from western UP were also rushed to the town 170 km from the national capital.

Mr Singh said section 144 that prohibits assembly of people is in place in the entire town and sufficient police force deployed. The police's drone camera team was also requisitioned from Aligarh to help the police keep a watch on sensitive areas of the town.

But there is still no cohesive sequence of the events that led to yesterday's communal clash.

A short video clip of Friday's bike rally that emerged today shows hundreds of young men, many of them holding the National Flag and saffron flag, standing in one of the streets of the town. This is where they had been reportedly told by local residents from another community to take a different route.

COMMENTSIn the background, some voices can be heard saying that they would not change their route. Someone else raises the slogan that everyone would have to say Vande Mataram if they want to stay in India.

From all accounts, the violence started soon after. It started with hurling stones with each other and ended with gunshots being fired. In between, motorcycles were set on fire, stones thrown at passing vehicles and a place of worship set on fire.

In fresh violence in Kasganj town of Uttar Pradesh, a day after a man was killed and another injured in a communal clash, a mob set ablaze about 10 shops, vehicles and a makeshift house on Saturday. A top police officer said that violence started around 11 am, about an hour after Abhishek Gupta, 22, who was killed in firing between two groups during an unauthorised rally to mark Republic Day on Friday, was cremated.

Today’s violence was in retaliation to Gupta’s death, police said, and most of the property targeted, including cars and shops, were owned by members of the minority community.

Said leading local advocate Mohammed Munazir Rafi: “Today’s attacks on shops and vehicles belonging to our community seem to have been planned in advance. They targeted these while the security forces were at the cremation ground.”

Earlier in the day, about 200 people took part in the funeral procession as Gupta’s body, wrapped in the national flag, was taken to the cremation ground, about 2 km from the town. When Rajveer Singh, the local BJP MP, arrived at 8:30 am, the crowd demanded compensation and a government job for the victim’s family.

Assuring his support, Singh, son of former Uttar Pradesh Chief Minister Kalyan Singh, claimed he got two youths freed on Friday evening. “Last evening, I went to the police station and got two of our youths out. I am with you,” he told the crowd.

More Violence In Kasganj, Shops Torched

A few minutes later, he received a call. Identifying the caller as Uttar Pradesh Chief Minister Yogi Adityanath, Singh handed over the phone to an activist of the Akhil Bhartiya Vaishya Ekta Samaj, Pradeep Chandra Gupta, who knows the victim’s family.

“Yogiji, aap inko Rs 50 lakh compensation, sarkari naukri aur shaheed ka darja ki ghoshna karein… lad rahe hain aapke liye aur ladte rahenge (Yogiji, please announce Rs 50 lakh compensation, a government job and martyr’s status for them… we are fighting for you and will continue to fight for you),” Pradeep Chandra Gupta told the caller.

At the end of the conversation, he said the chief minister had promised to look into the matter but did not assure anything.

The cremation finally took place at 10 am. About an hour later, a mob targeted shops and vehicles in Kasganj town, setting them on fire.

However, Principal Secretary, Home, Arvind Kumar maintained that there were only sporadic incidents of arson on Saturday. “The situation is under control. Around 400 policemen, including constables and senior officers, are camping in Kasganj to ensure peace is maintained,” he said, adding that Section 144 CrPc has been imposed in the area.

He said five companies of PAC, one company of the Rapid Action Force (RAF) and additional police personnel from other districts have been deployed in Kasganj area.

Meanwhile, six persons have been arrested in connection with Friday’s violence. Police have registered two cases so far. The first FIR, naming four persons and including 100-150 unidentified people, for rioting, assault and breach of peace, is based on the complaint of the SHO of Kotwali Police Station.

The second FIR names 20 people and is based on the complaint of the victim’s father. It includes IPC sections 302 (murder) and 124 A (sedition) — for disrespecting the national flag — apart from rioting and assault.

Besides those arrested, Kumar said 40 others have been detained.

“All those who have been arrested are Muslims. Investigations are going on,” said IG Dhruva Kant Thakur.

Recounting the incident, an eyewitness, Suraj Singh Lodhi, said the victim was carrying the national flag and had raised his hand when he was shot. “A shot was fired, the bullet brushed his arms and pierced his chest,” he claimed.

Senior police officers said the victim, a B.Com. Final Year student, was among the 25-odd people who had planned a rally to mark Republic Day. Rakesh Kumar, Additional District Magistrate, Kasganj, said on Friday that the “Tiranga Yatra” rally was taken out without permission from the administration.

“There was a minor scuffle between Hindus and Muslims over the procession, followed by stone pelting in which a few motorcyles were damaged. The police arrived at the spot and separated the two groups. However, the procession took a detour and passed through a Muslim-dominated area, where the residents thought that the participants had come to retaliate. This triggered the shooting incident,” said Kasganj Additional SP Pavitra Mohan Tripathi.

Meanwhile, the victim’s father, Sushil Gupta, said they would have been celebrating the youth’s birthday today. “If not for his death, we would have celebrated his birthday…everything is gone now…I am thinking of selling our house and leaving…Sab pakshapaat kar rahe hain (Everyone is taking sides),” he said.

Eminent French political scientist Christophe Jaffrelot on Friday said that in the absence of reservation, Dalits would not have reached anywhere, and it was “not as bad to be a Muslim than to be a Dalit”. The author of ‘Dr Ambedkar and Untouchability’ said that the BJP and RSS were now focusing on Dalits because they have realized that the community couldn’t be ignored anymore as a “vote bank”.

“They have started paying attention to them not because of goodwill, but because Dalits couldn’t be ignored anymore. “In 1989, when JD (Janata Dal) did better than BJP in Uttar Pradesh elections, they had to realise, and look at these emerging ‘vote banks’, and use divide and rule kind of policies,” he said.

Despite having the “best laws” in the world, India, according to Jaffrelot, needed to implement them better to see that it becomes the country of Ambedkar’s dreams.

“At a time when the issues we are fighting for, freedom of expression, equal rights, where are the NGOs, the universities, the media who do not self censor themselves.

“This is an India he would not recognise, and he would say this Constitution would not do. India has the best laws in the world, right to education, right to information, (but) what about the implementation?” the scholar said. The session was also attended by economist Sukhdeo Thorat, author Chintan Chandrachud and Bengali author Manoranjan Byapari who argued the need for reservation and spoke at length about Ambedkar’s legacy and the road the Constitution of India has taken since it was adopted.

BENGALURU:  A BJP legislator in Karnataka has said the contest in the state's Bantwal constituency during the upcoming assembly polls will be "between Allah and Lord Rama", responding to comments from a minister who credited his successive wins in the polls to Allah and Muslims.

V Sunil Kumar, representing the Karkala in the assembly, also termed the election to Bantwal, in the communally-sensitive Dakshina Kannada district, as a "question of Hindu self-esteem".

Assembly elections in Karnataka are due early this year. Mr Kumar made the remarks reacting to recent comments made by Bantwal MLA and minister Ramanatha Rai crediting his successive victories from the constituency to the grace of Allah and secular credentials of the Muslim community there.

Mr Rai had recently said: "if I have got an opportunity to become legislator from Bantwal assembly constituency for six times, it is because of the grace of Allah and secular stand of Muslim community here."

Addressing a BJP rally in Kalladka on Monday, Mr Kumar said: "This election is a question of Hindu self-esteem. I read in the paper and I was surprised, a legislator who got elected from this constituency for six times has said that he has won because of the grace of Allah."

Whom, Bantwal wants it has to be decided. Whether we will repeatedly make Allah win or will we make a person who loves Rama win, people of Bantwal has to decide."

This will be the election issue in Bantwal this year, Mr Kumar, who is also BJP's chief whip in the assembly said. నిఖాపై సమయ పాలన
వివాహ వేడుకల్లో పెళ్లి (నిఖా) ఉదయం ఆరు గంటల నుంచి రాత్రి తొమ్మిది గంటల లోపు మాత్రమే చేయాలని నిర్ణయించింది. రాత్రి తొమ్మిది తర్వాత నిఖా జరిపించవద్దని ఖాజీలకు సూచించింది. దీనిని ఉల్లంఘించే ఖాజీలకు నోటీసులు జారీ చేసి చర్యలు తీసుకోవాలని సదస్సు వక్ఫ్‌బోర్డుకు విజ్ఞప్తి చేసింది. మసీదుల్లో నిఖాను జరిపించేందుకు ప్రాధాన్యం ఇవ్వాలని అభిప్రాయపడింది. ఈ మేరకు ఖాజీలకు గైడ్‌లైన్స్‌ జారీ చేయాలని ప్రభుత్వానికి విజ్ఞప్తి చేసింది.

పెళ్లి విందులో ఆడంబరాలకు వెళ్లకుండా సాదాసీదాగా ఒక బిర్యానీ, ఒక కర్రీ, ఒక స్వీట్‌ మాత్రమే పెట్టాలని సదస్సు సూచించింది. విందు భోజనాలు కూడా రాత్రి 11.30 గంటల్లోగా పూర్తి చేయాలని కోరింది. సెలబ్రిటీ, వీవీఐపీలకు వారి విజ్ఞప్తుల మేరకు షరియత్‌కు లోబడి విందును అనుమతిం చాలని సదస్సు నిర్ణయించింది.

పెళ్లి వేడుకల సందర్భంగా జరిగే బరాత్, ఫంక్షన్‌ హాల్‌ సమయాలపై ఆంక్షలు విధించాలని సదస్సు నిర్ణయించింది. హంగు, ఆర్భాటాల బరాత్‌ను కట్టడి చేయాలని, ఫంక్షన్‌ హాళ్లను రాత్రి 12 గంటల్లోపు మూసేసే విధంగా పోలీసులు చర్యలు చేపట్టాలని సదస్సు సూచించింది. వివాహ వేడుకల్లో డ్యాన్స్‌లను బహిష్కరించాలని సదస్సు నిర్ణయించింది.

Triggering off speculation in the state, the Leader of Opposition in Andhra Pradesh YS Jaganmohan Reddy on Monday said that his YSRC party was ready to enter into an alliance with the BJP for the 2019 election.

However, he said that the alliance would only be possible, if the Centre announced special category status (SCS) to Andhra Pradesh.

In an interview to an English news channel, Reddy said, “Our stand has been very clear. We have been insisting on SCS. It was promised to the people by both the ruling Congress and the Opposition BJP. But after coming to power, for reasons best known to (CM) Chandrababu Naidu, SCS has taken a back seat. Deprived of such a status, AP cannot compete with cities like Bengaluru, Chennai and Hyderabad. The infrastructure to match these cities cannot be provided unless there is SCS. Why would anybody come and invest in AP where there is no infrastructure? This is the reason we are very particular about the SCS.”

Jagan’s statement comes at a crucial time, as the state plans to go to the polls in 2019. Though the BJP and TDP area allies in the state and Centre, with the latter being part of the NDA alliance, there is a growing rift between the two parties in Andhra.

In May last year, Jagan had met with Prime Minister Narendra Modi in New Delhi and extended his party’s support for the Presidential candidate.

“We will support any candidate the BJP fields as we have very less differences in opinion. Except for differences on the land acquisition bill and special status for Andhra Pradesh, we share similar opinions on various issues, which we think are pro-people,” Jagan had told reporters after the meeting.

The TDP criticised Jagan for the meeting, stating that he was trying to 'escape' investigation by central agencies.

Last November, Jagan launched his six-month-long 'padyatra' or foot march, virtually kicking off his campaign for the 2019 assembly elections.

He said that he will cover 3,000 km across all 13 districts of the state to interact with people and know their problems.

Jagan hopes to recreate the magic of his late father YSR, who had launched a similar 'padyatra' to end nearly a decade-long rule of Chandrababu Naidu in undivided Andhra Pradesh in 2004.

Unlike other religions where marriage has been traditionally viewed as a sacrament, under Muslim law, marriage is a civil and social contract.

Talaq-ul-Sunnat of the divorce sanctioned by Prophet is sub-divided into: (i) Talaq-e-Ahsan (ii) Talaq Hasan (iii) Talaq-e-Biddat

1. Talaq- e- Ahsan form: Under this form, once the husband pronounces talaq, there has to be a three-month iddat period to factor in three menstrual cycles of the woman. This time is meant for reconciliation and arbitration. During this period, if any kind cohabitation occurs, the talaq is considered to have been revoked.

2. Talaq –e-Hasan (Proper): In this form too, there is a provision for revocation. The words of Talaq are to be pronounced three times in the successive periods after menstrual cycles. The husband has to make a single declaration of Talaq and then await for another menstrual cycle to pronounce another declaration. The first and second pronouncements may be revoked by the husband. If he does so, either expressly or by resuming conjugal relations, the words of Talaq become ineffective as if no Talaq was made at all. But, if no revocation is made after the first or second declaration then lastly the husband is to make the third pronouncement in the third period the Talaq becomes irrevocable and the marriage dissolves.

3. Talaq-e-Biddat: Allows men to pronounce talaq thrice in one sitting, sometimes scrawled in a written talaqnama, or even by phone or text message. Thereafter, even if the man himself perceives his decision to have been hasty in hindsight, the divorce remains irrevocable. It is a disapproved mode of divorce. The Talaq-ul-Biddat has its origin in the second century of the Islamic-era. According to Islamic scholar and jurist Ameer Ali, (1849–1928), this mode of Talaq was introduced by the Omayad Kings because they found the checks in the Prophet's formula of Talaq inconvenient to them.

VARANASI: BJP president Amit Shah targeted Congress for stalling the triple talaq bill in Rajya Sabha and accused it of pandering to minorities despite 2014 parliamentary and 2017 UP assembly polls proving that the era of vote-bank politics is over.
Speaking at the launch of Yuva Udghosh programme at Mahatma Gandhi Kashi Vidyapeeth ground on Saturday, Shah said that Congress seems to have learnt no lessons from the massive defeat it suffered in polls.
The BJP president said that when Supreme Court asked Centre to clear its stand on triple talaq issue, the Modi government decided to protect the interests of Muslim women and tabled the triple talaq bill in Parliament. The bill was passed by Lok Sabha but Congress obstructed it in Rajya Sabha.
Addressing new members between 17 and 35 years of age at Yuva Udghosh launch along with CM Yogi Adityanath, Shah asked the youths to be proud of joining the biggest political party in the world having 11 crore members and is in power in 19 states.
Praising efforts of Yogi, Shah said that UP will be among the most developed states of country by 2022 assembly polls.

Criminalisation of triple talaq corrects the historic wrongs committed in the Shah Bano case, said Minister of State for External Affairs M J Akbar on the much debated Muslim Women (Protection of Rights on Marriage) Bill that was passed by the Lok Sabha recently. Speaking to ET, Akbar also responded to allegations made by people including former information commissioner Wajahat Habibullah that he has changed his stance on the reform of Muslim women, stating that people have  "partisan, if not selective memory." Edited Excerpts 

What does the passage of the Bill in the Lok Sabha mean for the country and its women, especially Muslim women? 
It establishes the government's commitment to this reform. Historically, this has to be seen in the context of the failure in Shah Bano case where there was a Supreme court judgment too. What she was asking for was a legitimate right to maintenance and she was asking for it within the commitment made to women within the Quran. She was asking just for Rs 179 which was meagre even then. A nationwide furore was created to deny her this. And, unfortunately government of that time succumbed to this pressure. This is in one way a correction of a historical wrong. We have to see this decision as part of a great attempt at gender emancipation that is central to all of Prime Minister Narendra Modi's schemes. 

The opposition has said that the Bill needs to look at compensation and reconciliation more. Your comments? 
Leaders such as Shahabuddin protesting against giving maintenance to Shah Bano had argued that "government doesn't need to arrive at maintenance, we will give maintenance." But can anyone name one instance of funds being collected by institutions spent on the maintenance of divorced women? 

Opposition and religious leaders have said it is civil issue and that there was no need for criminalisation when the Supreme Court had already struck it down. They have also said that the Bill has no clarity over divorce for Muslims. How do you respond to this? 
Triple talaq will be criminalised, that doesn't mean divorce has been banned. There is a procedure mentioned in the holy book. Like any sensible issue where there is a legitimate ground for divorce, you take time, you take counsel, you go through a procedure, you consult others and then make the decision. Wherever they have been reforms in Muslim countries, these issues have been addressed. Given the history of evasions, how can you have a law without teeth. A law without teeth cannot bite so people will continue to ignore it. 

Asaduddin Owaisi has said that Muslims were not been consulted over the drafting of the bill. Your comments.

How many times do you want consultation? 1986 is in front of us. Maybe Muslims like Owaisi were not consulted. But the spirit of the Bill is in consultation with the spirit of the Quran. My point over and over again is that the Quran itself doesn't permit you to do it. 


Former Information commissioner Wajahat Habibullah and some others have said that there is a marked departure in your stance and that it was you who had advised former minister Rajiv Gandhi to overturn the Supreme Court judgement on Shah Bano case. Your comments? 

I would call it partisan, if not selective memory. The gentleman that you mentioned, to begin with, I read what he has written. He says he came into the room, found me sitting with the PM of that time and then he says he 'sensed'...He just says he sensed. You can come to any conclusion based on your sense. I would say it is nonsense to go by that. Arif Mohammed Khan has talked recently about what had happened then, how Congress leaders such as P V Narasimha Rao did the heavy lifting, who felt they were getting votes. Arif is right. There was a political element clearly in overturning the SC judgment on it. I wasn't even in the parliament then. 

Then he says, I did a TV show on it, but I was the moderator of the show and I used to bring in people with different voices. He doesn't mention that speaking against Arif Mohammed was Shahabuddin while I was only moderating the discussion. What is important is that I wrote long articles in The Telegraph on this issue. In 1989 I gave up what I at least thought was a pretty good job being the editor of The Telegraph for the uncertainties of public life. I went to contest in Kishanganj where people thought I had no chance, and I contested against the same Syed Shahabuddin who was the most outspoken in this case. He had filed his nomination from there. See, I am not the issue. By asking for the Bill to be sent to the standing committee, what the Congress party is trying to do now is postpone the inevitable. One side they claim they support the Bill but on the other they are trying to derail the whole process. They want to take it forward to another thirty years, while a generation of Muslim women could have already had the reforms by now. 

What do you think is the future of the bill now that it will go to the Rajya Sabha? Some have said that it will be put in cold storage. 
I think this legislation will happen. There are means and ways. A joint session is also among the options that the government can pursue. I am sure the government will make a serious effort to get it through Rajya Sabha. It has options which it will consider. 

In your defence of the Triple Talaq Bill you have been critical of the All India Muslim Personal Law Board that is vociferously opposing it. Why? 
This body that people think was created 1400 hundred years ago was created only in 1973. It is a self appointed body. There is no credibility. Who does the Muslim Personal Law Board represent except itself. It has always taken the most extreme positions to defend men's abilities to treat women as they like. 

But some Muslim women organisations such as Bebaak Collective have also opposed the criminalisation saying it re-victimises women.. 
It is very clever to use to victim as the spokesperson to prevent change. The point is even if it is a civil issue why hasn't the Congress done anything about it? Did the party after the Shah Bano case even once raise the issue? This is the narrative of the forked tongue which won't work under this Prime Minister who is clear that the empowerment of women should include empowerment of the Muslim women. When the LPG programme was started in UP, one of two women he gave the connection to was in a burkha. I would want more and more Muslim women to benefit from government schemes, for instance start their own businesses using Mudra loans. 

There is criticism that by making the Triple Talaq bill a priority, your party is trying to demonise the Muslim man and Muslim clergy.. 
When reforms took place in the Hindu code bill, did anyone call it demonisation of Hindu men. When a person indulges in bigamy or dowry and is punished, is that demonisation?

In what was a significant year for feminism, we are carrying forward certain conversations from the year gone by on to 2018. Soon after Harvey Weinstein was called out over his repeated harassment of women and the public naming and shaming of Indian academics for sexual harassment, there was the #MeToo movement which brought to light the depth of the sexual harassment problem faced by women. All this has lead us to some ever-uncomfortable questions about consent.

Uncomfortable, because many believe that peeling into layers of consent leads us down a slippery slope where consensual sexual encounters can, in retrospect, be viewed as moments of coercion. The US is debating whether or not Aziz Ansari’s public shaming highlights yet another instance of the limited agency of women in a consensual sexual relationship or whether his being called out was indeed in bad taste. After all, the burden of masculinity is as exploitative for men as notions of docility, fragility, acceptance, stoicism are to women.

Grey areas

In a recent piece in the New Yorker titled ‘Cat person’, the author narrates a story of a sexual encounter which was consensual but had moments of coercion. The article went viral for all the right reasons, more specifically for narrating a sexual encounter from the ‘female gaze’, something which has remained missing from literature and pop culture.

The piece opened up an entire spectrum of consent and coercion to show that even in consensual partnerships, women can experience a lack of agency over specific actions. The culturally accepted norm of the resisting damsel and the wanting male has not only had a paralysing effect on women, but fear of causing a man displeasure disallows them to come to terms with their own emotional withdrawal of consent even as they physically concede to the sexual act.

The burden of masculinity or the social acceptability of certain behaviour, however, can no longer serve as excuses for inability to gauge the consent of women even as we remain sceptical of the way in which the Ansari expose unfolded.

Even in long-term intimate partnerships, there needs to be a conveyance of consent at multiple points. The refusal to read verbal or gestural cues of denial is, of course, not a ‘criminal’ offence that may qualify as rape or sexual harassment, but it is worth considering that by not questioning stereotypical behaviours are we conceding to the argument that a ‘feeble no could be a yes?’.

Marriage, a double-edged sword

The idea of ‘deemed consent’ is most pronounced in the marital rape exemption, a clause that masquerades as the ‘saviour of marriages’ in criminal law in India. This is despite the fact that outside of marriage, we have hailed strong laws against rape, non-consensual sex and sexual harassment.

In the course of research for the Justice Verma Commission, 2013, it was found that the majority of suggestions that had reached the committee had even sought capital punishment against rape. However, in a marriage, the same crime is recognised almost as the husband’s right.

There are a range of arguments that have been put forth against criminalisation of marital rape. Flavia Agnes has argued that by criminalising marital rape, we place sexual violence on a pedestal of sorts as though it is somehow worse than other forms of domestic violence thereby feeding into the stereotype that sexual violence accompanies a social stigma and therefore needs to have a harsher punishment.

However, such an argument begs the question: why should the category of married women suffice with more generalised laws under domestic violence than those accessed by their unmarried counterparts?

Others argue that the law would be potentially misused. This is often stated to support an irrational categorisation of rape victims with complete ignorance about the fact that women have a significantly higher chance of being raped by their own husbands. Further, laws on ‘fraud’ and ‘defamation’ are most frequently misused, but precipitate no outrage.

The third argument is the internalised ‘role-play’ of a newly-married couple of the coy and withering bride and the macho husband who must lift the bridal veil. This plot of the ‘first night’ has been repeatedly used in Bollywood, film after film, leading us to the expectation that the natural course of events on the night after the wedding would lead to intercourse, something which is necessarily initiated by the man.

As a society, we presume that no unmarried people are, or should be, indulging in consensual sexual intercourse and therefore there is a greater chance of rape even within intimate partnerships. We presume that unmarried women would and should ‘resist’ and married women would and should acquiesce. Our refusal to be able to morally accept live-in, or unmarried partnerships on the one hand, and an obsession with marriage on the other, contributes also to greater anxieties about divorce. We have, till date, been unable to introduce ‘irretrievable’ marriage as grounds for divorce, because a marriage – however exploitative – is considered better than a life as an unmarried person.

Homophobia, fear of inter-community marriages, wariness with live-in relationships all contribute towards making us blind to consent within a heterosexual marriage – the only form of cohabitation for adults considered respectable and acceptable.

Perhaps this is why anal sex remains a criminal offence, but marital rape hides behind the edifice of a ‘pure union’ for procreation and not pleasure. Indian laws go out of their way to entrench the idea of deemed consent by maintaining provisions of ‘restitution of conjugal rights’. While restitution of conjugal rights can also be a tool for to couples who are being forcibly denied their right to cohabit by their parents, in the absence of recognition of marital rape, the provision leaves women vulnerable.

It is important therefore to link global conversations about consent with marital rape exception in India is because marriage and family become the most hospitable arenas for arguments of ‘right to privacy’, or against ‘criminalisation’ which serve to blur out the central question – that of consent. The line between consent and coercion is not always defined by violence that could invite criminal consequences, but is defined more by discomfort or unwillingness of one of the two involved parties of either sex or gender, married or unmarried. By upholding the marital rape exception, the law in effect, commits the logical fallacy of holding a distinction (between married and unmarried women) without difference.

Yes, the marital rape debate again. Unfortunately for some men (and "Indian culture" apparently), people just won't shut up about it. Quite sad for the poor, innocent men who are being dragged through the mud for claiming what is rightfully theirs by virtue of marriage of course – their wives’ bodies!

Sarcasm aside, if you feel like there’s nothing sexist or misogynistic that could shock you any more by this point, you’re in for a surprise. 

On Saturday, ScoopWhoop posted a video on Facebook where they asked men in Delhi what they thought about marital rape and whether it exists.

The format of the video is light-hearted (thank goodness), because what the men in the video say will make your ears bleed. Samdish Bhatia, the anchor, goes around what seems like a park, and asks men what they think about marital rape.

The answers range from outright dismissal because “marital rape is not a part of Indian culture”, to indignation (“if he can’t do it with his wife, who, then?”), and entitlement (“what rape is she talking about? He’s your husband, he has full right over you!”).

These are the nicer answers of the lot. The laughing, chortling, and sometimes angry men (because how DARE married women say their husband’s raped them?) offer insights into just how enlightened they are about sexual consent in marriage… not.



What’s most interesting (and alarming) about these responses is that these men are completely convinced that they are right.

Some speak with pride about beating their wives, even saying that only “sexually unsatisfied” women cry rape because those whose legs are broken after rough sex wouldn’t be able to walk to the police. Others say that there’s no consent required in sex at all. Another equates rape (whether of wife or another woman) with "manliness".

The few women who speak in the video do point out why rape is rape, even if it happens within marriage - but well, who is listening? Not the men in their immediate vicinity, going by the video.

What’s comical, and also disturbing, is that these men would rather have an app called Public Database of Affection (a made up concept by Samdish)  to negotiate sexual consent between a married couple than a man simply asking his wife.
