“Khol Do” is one of the most famous and controversial stories by writer Saadat Hasan Manto (1912-1955)  .  It is one of the masterpiece depicting the effects of violence during the partition of India on the people of the land.  But unlike many others, Manto does not see the perpetrators as Hindu or Muslim, Hindustanis or Pakistanis, he just sees and depicts them as human beings with all their wilderness and barbarity. Given below is the entire story in English. The original story in Urdu is more poignant and heart wrenching.

KHOL DO  (Open It}

The special train left Amritsar at two in the afternoon, arriving at Mughalpura, Lahore, and eight hours later. Many had been killed on the way, a lot more injured and countless lost.

It was at 10 o’clock the next morning Sirajuddin regained consciousness. He was lying on bare ground, surrounded by screaming men, women and children. It did not make sense.

He lay very still, gazing at the dusty sky. He appeared not to notice the confusion or the noise. To a stranger, he might have looked like an old man in deep thought, though that was not the case. He was in shock, suspended as it were over a bottomless pit.

Then his eyes moved and suddenly caught the sun. The shock brought him back to the world of living men and women. A succession of images raced through his mind. Attack… fire… escape… railway station… night… Sakina. He rose abruptly and began searching through the milling crowd in the refugee camp.

He spent hours looking all the time shouting his daughter’s name… Sakina! Sakina!… but she was nowhere to be found.

Total confusion prevailed, with people looking for lost sons, mothers, wives. In the end Sirajuddin gave up. He sat down, away from the crowd and tried to think clearly. Where did he part from Sakina and her mother? Then it came to him in a flash – the dead body of his wife, her stomach ripped open. It was an image that wouldn’t go away.

Sakina’s mother was dead. That much was certain. She had died in front of his eyes. He could hear her voice. “Leave me where I am. Take the girl away”.

The two of them had begun to run. Sakina’s dupatta had slipped to the ground and he had stopped to pick it up and she had said, “Father, leave it”.

He could feel a bulge in his pocket. It was a length of cloth. Yes, he recognized it. It was Sakina’s dupatta, but where was she?

Other details were missing. Had he brought her as far as the railway station? Had she got into the carriage with him? When the rioters had stopped the train, had they taken her with them?

All questions. There were no answers. He wished he could weep but tears would not come. He knew then that he needed help.

A few days later, he had a break. There were eight of them, young men armed with guns. They also had a truck. They said they brought back women and children left behind on the other side.

Saadat Hassan Manto

He gave them a description of his daughter. “She is fair, very pretty. No, she doesn’t look like me, but her mother. About seventeen. Big eyes, black hair, a mole on the left cheek. Find my daughter. May God bless you”

The young men had said to Sirajuddin, “If you daughter is alive, we will find her”.

And they had tried. At the risk of their lives they had driven to Amritsar, recovered many women and children and brought them back to the camp, but they had not found Sakina.

On their next trip out, they had found a girl on the roadside. They seemed to have scared her and she had started running. They had stopped the truck, jumped out and run after her. Finally, they had caught up with her in a field. She was very pretty and had a mole on her left cheek. One of them men had said to her, “Don’t be frightened. Is your name Sakina?” Her face had gone pale, but when they had told her who they were, she had confessed that she was Sakina, daughter of Sirajuddin.

The young men were very kind to her. They had fed her, given her milk to drink and put her in their truck. One of them gave her his jacket so that she could cover herself. It was obvious that she was ill-at-ease without her dupatta, trying nervously to cover her breasts with her arms.

Many days had gone by and Sirajuddin had still not had any news of his daughter. All his time was spent running from camp to camp looking for her. At night, he would pray for the success of the young men who were looking for his daughter. Their words would ring in his ears, “If your daughter is alive, we will find her.”

The one day he saw them in the camp. They were about to drive away. “Son,” he shouted after one of them, “have you found Sakina, my daughter?”

“We will, we will”, they replied.

The old man again prayed for them. It made him feel better.

That evening there was sudden activity in the camp. He saw four men carrying the body of a young girl found unconscious near the railway tracks. They were taking her to the camp hospital. He began to follow them.

He stood outside the hospital for some time, and then went in. In one of the rooms, he found a stretcher with someone lying on it.

A light was switched on. It was a young woman with a mole on her left cheek. “Sakina!” Sirajuddin screamed.

The doctor, who had switched on the light, stared at Sirajuddin.

“I am her father,” he stammered. The doctor looked at the prostrate body and felt for the pulse. Then he said to the old man, “Open the window.”

The young woman on the stretcher moved slightly. Her hands groped for the cord which kept her salwar tied around her waist. With painful slowness, she unfastened it, pulled the garment down and opened her thighs.

“She is alive. My daughter is alive,” Sirajuddin shouted with joy.

The doctor broke into a cold sweat.

Kashmiri Pandits question govt figures on J&K temples

Kashmiri Pandits question govt figures on J&K temples

There are a total of just 5,000 to 7,000 temples across Jammu and Kashmir, however, the government has reached a figure of 50,000 temples? How, questions the Kashmiri Pandit Sangarsh Samiti.

The body representing Kashmiri Pandits living in the valley, who have not migrated after militancy erupted, questioned the figures given by Minister of State for Home Kishan Reddy in a press conference in Bangaluru on Monday.

Reddy has said around 50,000 temples were closed over the years in Jammu and Kashmir, of which some were destroyed, and their idols were defaced. The minister said a survey has been ordered and the temples vandalised in Jammu and Kashmir needed restoration.

"In the entire state of Jammu and Kashmir, total number of big and small temples would not be more than 5,000 to 7,000. According to our survey there are a total of 1,842 temples, shamshan bhoomis, holy springs, holy trees and caves in Kashmir Valley," said Sanjay Tickoo president Kashmiri Pandit Sangarsh Samiti (KPSS).

According to Sanjay Tickoo, during the second term of the UPA, while replying to a question of BJP leader Rajeev Pratap Ruddy about the number of temples in Kashmir, Government of India said total number of temples in Kashmir is 464 -- out of which 174 temples were either destroyed or were in a bad condition.

"While talking about the renovation or reconstruction of temples, it is also important to see that somebody is there to lit a diya in the temple in the morning and in the evening," said Sanjay Tickoo.

"You don't just open a temple and show it in the media and the same temple gets closed down after a year or two, I think that is the biggest sin," said Tickoo.

Sanjay Tickoo said the revocation of Article 370 was a hasty step taken by the central government without consulting the mainstream political parties of the state. He said Pandits living in Kashmir are bearing the maximum brunt of this move.

"Only government of India knows why Article 370 was revoked, but communication gag and restrictions are not going to remain forever. Our relatives and friends are worried, we can't be kept in a dark cave forever," Tickoo said.

"Our condition is like that of the majority community of Kashmir, but Muslims can at least go and meet with their friends, if they don't have food, they can go to mosques or approach mohalla committees. What about us?

He said: "150 out of 808 Kashmiri Pandit families who didn't migrate from Kashmir are dependent on private jobs; they won't get their salaries for two months and are heading towards starvation."

Former Chief Minister of Jammu and Kashmir Farooq Abdullah has been slapped with the stringent Public Safety Act (PSA) and may now remain under detention for two years or longer. Abdullah, along with all key politicians of Jammu and Kashmir, was till Sunday under preventive detention at his residence on Gupkar Road in Srinagar since the first week of August when abrogation of Article 370 was announced.

Sources in Kashmir said Abdullah’s detention was converted as under PSA on Sunday. Before that, the detention had been effected under provisions of the Criminal Procedure Code.

“Farooq Saab has been detained at his residence by Home department under PSA, and his house has been declared as Subsidiary Jail. He will continue to stay in his house though. There is no bar on him meeting relatives and friends who visit him. Advisory Board of Home department approved his detention under PSA yesterday,” a Kashmir administration source said.

The development comes after a habeas corpus petition filed in the Supreme Court by MDMK leader Vaiko for Abdullah’s production. Supreme Court on Monday issued notices to Centre and the state administration on the petition.

On August 6, Home Minister Amit Shah had told the Parliament that Abdullah was not under detention

“I have made it clear thrice, Farooq Abdullah Ji is at his home, he is not under house arrest, he is not under detention. He is in good health, ‘mauj-masti mein hain, unko nahi ana hai toh gun kanpatti par rakh kar bahar nahi la sakte hum’ (he is happy and cheerful, if he doesn’t want to come then we cannot make him do so at gun-point),” Shah had said in reply to queries about Abdullah’s whereabouts raised by Congress leader Shashi Tharoor.

“I am saying it for the fourth time and I have the patience to say it for the tenth time, Farooq Abdullah has neither been detained nor arrested. If he isn’t well, doctors will take him to the hospital. House should not worry. If he was not well, he would not have come out,” he added.

Abdullah is the second key political personality in J&K to be detained under PSA after August 5 announcements. Bureaucrat-turned-politician Shah Faesal was the first one. He had been detained at Delhi Airport last month while attempting to leave for Turkey and sent back to Kashmir where he had been detained under PSA. The development had come after his interviews, which were severely critical of the government mice on Article 370, appeared in media.

MUZAFFARABAD, Pakistan/ISLAMABAD: India's crackdown on protests and dissent in Kashmir

will drive more of the world's Muslims into extremism, Pakistani Prime Minister Imran Khan said

during a fiery speech on Friday, in the part of the disputed territory administered by Pakistan.

India revoked the special status of its portion of Kashmir, known as Jammu and Kashmir, on Aug. 5

and moved to quell unrest by clamping down on communications and freedom of movement.

Authorities in Indian Kashmir have arrested nearly 4,000 people since then, government data seen

by Reuters showed.

"When atrocities get to their peak, people would prefer that death is better than this insulting life,"

Khan said at a rally of several thousand people in Muzaffarabad, the capital of Azad Kashmir.

"I want to tell India that, by detaining thousands of people, you are pushing people into extremism,"

he said.

"People will rise against India, and it is not just about Indian Muslims, there are 1.25 billion Muslims

around the world. They all are watching this."

Khan said he would attend the United Nations General Assembly in New York next week to defend

Kashmiris' cause.

He urged people in Azad Kashmir not to approach the Line of Control that separates it from Indian-

controlled Kashmir, but to wait for him to press their case in New York.

On Tuesday, Pakistan's foreign minister told the United Nations human rights forum that India's

military presence in Kashmir raised the spectre of genocide.

The Delhi government has said its abolition of Kashmir's special status, which had allowed it to write

many of its own laws, is meant to help to combat terrorism and to boost the region's economic

development.

About two-thirds of the population of Jammu and Kashmir is Muslim, while India has an overall

Hindu majority.

India rules the heavily populated Kashmir Valley and the Hindu-dominated region around Jammu

city, while Pakistan controls a wedge of territory in the west. China holds a thinly populated high-

altitude area in the north.

India’s actions in Kashmir will push 20 crore Indian Muslims towards extremism: Pakistan PM Imran

Imran Khan on Friday held a rally in Muzaffarabad, the capital of Pakistan-occupied Kashmir to

show solidarity with the people in Kashmir. Imran Khan warned that India’s actions in Kashmir will

make the Indian Muslims believe that they do not belong in the country and drive them towards

extremism. While addressing the people gathered for the rally, Pakistan PM Imran Khan said that

he will take a stand for Kashmir like no one has ever done before. “I will take a stand for Kashmir in

a way that no one else has ever stood for the issue,” Imran Khan said.He reiterated his statement

that he has decided to be Kashmir’s ambassador in the world. “I decided to be Kashmir’s

ambassador to the world. I am a Pakistani, a Muslim and a human being. The issue of kashmir is an

issue of human rights,” Imran Khan said. Referring to communication blockout in Kashmir, Imran

Khan said, “For 40 days, our brothers, sisters, children are under curfew.” Imran Khan also said

that he was going to address the United Nations General Assembly next week. “And I will not

disappoint the people of Kashmir,” Imran Khan said. Imran Khan also said that the “the brutality of

the Indian forces…will flare extremism”. “When brutality cross its limits, then every person decides

to die instead of facing oppression,” Imran Khan said. He also said, “The way India has locked up

the people in Kashmiri, I want to tell them that you are pushing these people towards extremism.

India’s action in Kashmir is telling the Muslims in the country that they have no place in India.” “What

India is doing against Muslims will promote extremism in the Muslim countries also. And they will

stand up,” Imran Khan said. Imran Khan also referred to people trying to move to the Line of Control

(LoC) and said, “Don’t go to the LoC. Let me go to UNSC first and let the world the know about

Kashmir.”

Pakistan may be blacklisted after poor FATF review

Pakistan is in trouble with the country faring poorly in the final review of the Financial Action Task Force (FATF) held in Bangkok ahead of the plenary to be held in Paris in October.

The Asia-Pacific Joint Group (APJG), which is a sub-group of the FATF, held a review meeting with Pakistani officials on issues of anti-money laundering and combating financing of terrorism (AML/CFT) regimes.

Sources say Pakistan's evaluation by the APJG in Bangkok this week did not match up to its projections. Of the 27-point action plan of the FATF, Pakistan has cleared only six. It has failed to show compliance in 10 points and 11 are in-process.

The FATF had had placed Pakistan on its 'grey list' in June 2018, giving the country a 15-month deadline to implement its 27-point action plan which ends in September.

However, on most of the areas of compliance that had to be implemented from June 2018 to May 2019, the work is still in progress.

According to FATF, if Pakistan fails to meet the implementation of the 27-point plan, the country could be blacklisted.

In August 2019, APJG placed Pakistan in the Enhanced Follow Up List for failure to meet its standards.

Of the 40 technical compliance parameters, Pakistan was 'non-compliant' on 30 parameters. And, of the 11 effectiveness parameters, Pakistan was adjudged as 'Low' on 10.

Sources say, Pakistan could face an uphill task in avoiding the process of blacklisting by the FATF if it does not show "irreversible" and "permanent" action against terror financing and financiers.

Lack of prosecutions and demonstrable action against 'globally designated terrorists and terror networks' is one of the major reasons for this adverse report against Pakistan.

Pakistan's law enforcement agencies are yet to investigate the terrorism financing activity and stop funding to terrorist groups like Da'ish, Al-Qaida, Jamaat-ud-Dawa, Falah-e-Insaniat Foundation, Lashkar-e-Taiba, Haqqani Network and persons affiliated with Taliban.

It comes ahead of the United Nations General Assembly session to be held in New York in September. Imran Khan is expected to face a lot of heat on Pakistan's lack of political will to root out terrorism.

Dastan-e-Mahabharat: Retelling shared stories to bridge the divide

There is rapt attention in the theatre as Urdu words paint the picture of a battlefield. Dressed in white Anarkali and kurta-pyjama, Dastango Firoz Khan and Fouziya are not narrating war tales from the Mughal era or the Karbala — but parts of the epic Mahabharat.

Written and directed by playwright Danish Iqbal, Dastan-e-Mahabharat is an attempt to reinforce the cultural harmony of India. It is a rendition of the epic using the art form of Dastangoi — a tradition of Urdu storytelling that dates back to the 13th century. Using poetry from various Urdu versions of the epic, and alternating this with the narration of the great battle, this dastan grips audiences not just for the intensity of the story, but also for the harmony of the two facets of Indian culture.

Dastangoi is a mix of two Persian words — “Dastan” and “Goi” which means storytelling. The subjects covered can range from ancient classical literature to its modern adaptations. The art form is believed to have died with the death of Mir Baqar Ali, the last practitioner of Dastangoi, in 1928. However, recently artistes like Danish Iqbal, Mahmood Farooqui and several others are striving to revive the art form.

Farooqui, an award-winning writer and Dastan performer, says there has been a long tradition of narrating Hindu epics in Urdu. Farooqui, who began reinventing Dastangoi in 2005, says Hindu epics are part of Urdu tradition. In the 18th-19th century, a lot of writings on Hinduism took place in Persian. “I can compose Bhajans on Krishna because I know Urdu,” Farooqui quotes poet Javed Akhtar to explain the heritage of Hindu epics in Urdu tradition.

“There are more than 70 books on Gita and 100 on Ramayana in Urdu. All versions of Gita indirectly talk about the story of Mahabharata. So, I curated the material, shortlisted the more evocative passages and then edited and modified the draft to make it performance-friendly,” explains Danish Iqbal.

Farooqui believes that as political artistes they must reinterpret themes. “When you tell a traditional tale, you have to tell it in a way that it speaks to the contemporary times,” he said.

The audience, generally a mix of people from all religions, is appreciative. For most of them, the most fascinating aspect is listening to a Hindu myth in Urdu.

“Mahabharata is undoubtedly a classic, but the portion which is selected and highlighted through poetry and narration are so morally accurate and humanising,” says Shubhra Sharma, who retired from All India India Radio after many years of new reading. “Because of this particular essence, Dastan-e-Mahabharat is an unparalleled classic presentation.”

“Once an audience member from Bhopal told me that he knows all my sources and he said that he has read them in Hindi and Sanskrit, but his spiritual experience was heightened when he heard these epics in Urdu and Persian,” Farooqui remembers.

For Iqbal, the stories they choose to tell over and over again create an emotional connect. “What we call shared culture is the stories which showcase our ethos. And that is why we have been presenting the most popular stories of Hinduism in a language and idiom of inclusiveness and emotional integration.”

“I have never seen anything so aesthetically and poetically presented. The whole experience from beginning to end is so fluid and so exhilarating. Both scripting and presentation of Mahabharat is superb,” sums up Amit Mehra, a photographer.

Besides ‘Dastan-e-Mahabharat‘, ‘Dastan-e-Radha Krishna‘ and ‘Dastan Apne Ram Ji Ki‘ too present the classic tales in chaste Urdu and the fabled Daastangoi tradition.

Fouzia is India’s first woman Dastango. Having performed over 200 shows all over India and in the UAE, she has focused her efforts to promote communal harmony through her performances, while also covering a diverse range of other issues.

In a toxic environment where hate crimes are on the rise, these Muslim artistes believe their challenge is to find a way to overcome social divisiveness and help create a sane and more understanding society. Fouzia says shared stories like the Ramayan and Mahabharat create empathy and build emotional bridges.

Fouzia quotes Jigar Moradabadi

/Un kā jo farz hai vo ahl-e-siyāsat jāneñ/
/Merā paiġhām mohabbat hai jahāñ tak pahuñche/

LAST FRIDAY, Pulwama resident Ghulam reached Agra to meet his son, a 35-year-old preacher

who has been lodged in the Central Jail since the first week of August. But the long journey via

Srinagar and New Delhi ended in disappointment for Ghulam, who says he did not have a

verification letter from J&K Police that the jail officials wanted.

Advertising
Ghulam’s son is among 285 persons who have been arrested from the Kashmir Valley and

detained in UP — 85 in Agra alone — after the central government scrapped J&K’s special status

under Article 370 on August 5. The latest batch of 29 persons was shifted to the Agra jail Friday.

According to jail officials, most of the prisoners are aged between 18 and 45, while a few are over

50. Sources said they hail from diverse backgrounds, and include NC and PDP politicians, college

students, PhD aspirants, preachers, teachers, top businessmen and even a Supreme Court lawyer

known for representing Kashmiri youth.

Speaking to The Indian Express, Sanjeev Tripathi, DIG (Prisons), Agra Zone, said: “Prisoners have

been brought to various jails from Kashmir. Currently, 85 prisoners are lodged in the Agra Central

Jail. They were transferred under high-security observation, and traffic route diversions were made.

It is possible that more prisoners could be brought in. Their families, after due verification, will be

allowed to meet them in the coming weeks. No other changes have been made in the prison to

accommodate them.”

Jail officials said the Kashmiri prisoners are lodged in barracks that are separate from other

sections. They said meetings with their families might also be set up at a different time and place

from those for other prisoners.

A common demand, officials said, is for English newspapers. “They are being offered the same

food and they eat alongside other prisoners. They are also let out in the fields within jail premises,”

said Tripathi.

All of that, however, is of little consolation for those like Ghulam.

“We made such a long journey, spending almost Rs 20,000 on travel, but no one told us about this

(the verification letter). Since phones and Internet are down, we cannot call and ask for the letter to

be faxed. We have to spend thousands of rupees to go back and return for that piece of paper,”

Raees, a relative who accompanied Ghulam, told The Indian Express.

According to Raees, Ghulam’s son was politically active but “not involved in any unlawful activity”.

“He was picked up by men in two police vehicles on the evening of August 5. They told us he was

being arrested under the Public Safety Act. We haven’t seen him since. He has a two-month-old

daughter who is waiting for him,” he said.

Also at the Agra jail last Friday was Hussain, the relative of a detained student, who claimed the

family would soon run into debt to keep up the visits. “He is a student and his track record is clean.

He doesn’t have any case against him. We are waiting for jail authorities to allow us to meet him.

We are poor people and cannot afford to keep returning. We have our Aadhaar cards, but we hear

that’s not enough,” said Hussain.

Both Raees and Hussain declined to provide their full names or identify their detained relatives.

Officials said the Agra Central Jail currently houses a total of 1,933 prisoners, although the

sanctioned capacity is only 1,350. Apart from jail staff, 92 policemen guard the facility.

‘A large number of the 19 lakh people excluded from the Assam register were Hindus’
Raising questions on the final list of the National Register of Citizens (NRC) in Assam, the Rashtriya Swayamsevak Sangh on Monday said its “shortcomings” should be removed and all Bangladeshi infiltrators who had found a place in it on the basis of forged documents should be excluded.

At its annual coordination meeting in Rajasthan’s pilgrim town, senior members of the RSS and its affiliate groups expressed concern over the “genuine citizens”, majority of them from the Hindu community, being left out of the NRC. A large number of the 19 lakh people excluded from the register were Hindus, said the RSS office-bearers.

While asking the government to rectify the NRC list before moving forward, the RSS affirmed that cultural assimilation in the border areas of north-eastern and western States had led to “forcible conversion” of people to Christianity and Islam.

RSS Sah-Sarakaryavah Dattatreya Hosabale told reporters on the final day of the coordination meeting that though the NRC was a “very complex issue” because of a large number of illegal immigrants from Bangladesh settled in Assam, the government had to comply with the Supreme Court’s direction to complete the exercise in a stipulated time.

Tabrez Ansari died of his injuries on June 22

PATNA: Murder charges against the men accused in a fatal mob attack on a 24-year-old in Jharkhand in June were dropped because the post-mortem report said he died of a cardiac arrest, the police have said.
Amid a controversy over the case chargeheet - details of which have emerged in media reports this month - the police said they have filed charges of culpable homicide not amounting to murder against 11 men accused in the attack on 24-year-old Tabrez Ansari. A twelfth accused was arrested on Saturday after he surrendered.

Tabrez Ansari was thrashed for hours and forced to chant "Jai Shri Ram" on June 18 on suspicion of stealing a motorcycle with two other young men in Jharkhand's Seraikela Kharsawan. He died from his injuries four days later on June 22 in a hospital. The incident was filmed by witnesses.

"Medical report did not give any supporting evidence for murder so that we charged (the accused) under culpable homicide not amounting to murder which is also equally punishable if not to the extent of murder sections," Karthik S, a senior police officer in Jharkhand, told NDTV.

He said that two separate post-mortem reports found the same thing - Tabrez Ansari died of a cardiac arrest.

"Once we got the medical report, we asked for second opinion from higher level of experts. They also gave same sort of opinion," Karthik S said.

Asked about complaints by the victim's family that said Tabrez's head had been completely bashed in, the police superintendent said they could only go by the medical reports.

"That you have to ask the medical experts. I am not expert in that case. When we had doubts, we went for a second opinion. The experts have given their opinion that he died of a (cardiac) arrest because stress - mental or physical ailment," he said.

Both the police as well as doctors who examined him first were held responsible for Tabrez Ansari's death by a three-member team led by Saraikela-Kharwan Deputy Commissioner Anjaneyullu Dodde set up to probe its cause.

COMMENT
"While the police reached late, the doctors did not diagnose the skull injury correctly," the report, which came out in July, had said.

Jaish-e-Mohammed (JeM) chief Masood Azhar, Lashkar-e-Taiba founder (LeT) Hafiz Muhammad Saeed, 1993 Mumbai blasts mastermind Dawood Ibrahim and 26/11 terror attack accused Zaki-ur-Rehman-Lakhvi were declared individual terrorists by the Home Ministry under the new anti-terror law.

The government’s decision comes a month after an amendment to the Unlawful Activities Prevention Amendment (UAPA) Bill, 1967, which sought to designate an individual as a “terrorist”, was passed by the Parliament. On August 2, the Rajya Sabha had passed the bill, paving the way for it to become law.

“And whereas, the Central government believes that Maulana Masood Azhar is involved in terrorism and Maulana Masood Azhar is to be notified as a terrorist under the said Act…And whereas, the Central government believes that Hafiz Muhammad Saeed is involved in terrorism and Hafiz Muhammad Saeed is to be notified as a terrorist under the said Act,” a Home Ministry notification said.

The UAPA Bill seeks to empower the Central government to designate an individual a “terrorist” if they are found committing, preparing for, promoting, or involved in an act of terror. A similar provision already exists in Part 4 and 6 of the legislation for organisations that can be designated as a “terrorist organisation”.

Home Minister Amit Shah, during a debate on the Bill in Lok Sabha, stressed on the need to designate individuals as terrorists to root out terrorism.

The designation of an individual as a global terrorist by the United Nations is associated with sanctions, including travel bans, freezing of assets and an embargo against procuring arms. The UAPA Bill, however, does not provide any such detail.

Accession Day is celebrated on October 26 every year to commemorate the day when th last Dogra ruler of Jammu and Kashmir Maharaja Hari Singh signed the Instrument of Accession in 1947.

The agreement made the former independent princely state of J&K join the Union of India.

Kashmir: A topic of debate
Before Independence, Kashmir was an independent princely state under the realm of Maharaja Hari Singh.

Even after all these years, Kashmir has remained a subject of debate between the governments of India and Pakistan.

Separatist leaders such as Syed Ali Shah Geelani, Mirwaiz Umar Farooq and Yasin Malik have condemned the day as 'Black Day' and asked the residents to hoist black flags in protest against the Indian Army posted in Kashmir.

Recent development: J&K appeals to Modi to celebrate Accession Day
As reported by the Tribune on October 24, a joint statement signed by several prominent people -- including bureaucrats, judges, police officers and the civil society -- to the PM and J&K Governor called to celebrate October 26 as the official Accession Day.

It claimed that constitutionally, legally and politically, the accession made by Maharaja under the India Independence Act, 1947, was final and irrevocable.

"It was a sovereign act as prescribed under the India Independence Act, which did not have any provision of "conditional", "temporary" or "interim" Accession," it reads.

9 facts on how Kashmir was included in India
Here are the series of events that led to the state of Jammu and Kashmir being a part of India.

1. Post-Indian independence
Kashmir was plagued with repeated invasions by the Pathan tribesmen after Indian independence in August 1947. Hence, Maharaja Hari Singh wrote to Lord Mountbatten seeking military help.

2. Mountbatten's advice
Mountbatten replied saying, "it is my government's wish that as soon as law and order have been restored in Jammu and Kashmir and her soil cleared of the invader, the question of the State's accession should be settled by a reference to the people". This remark is said to have sowed the seed of the Kashmir dispute.

3. Attempt to a plebiscite
Following Mountbatten's advice, the Indian government attempted a plebiscite, or referendum, for the Kashmiri people to decide if they wanted to stay a part of India, Pakistan, or remain an independent state.

4. The everlasting debate
The plebiscite could not take place as the Pakistani government and a part of Kashmiri residents questioned the legality of India's accession to Kashmir, which up till now remains a point of debate.

5. Instrument of Accession
Following this, Maharaja Hari Singh signed the Instrument of Accession at Amar Palace in Jammu on October 26, which India's last Governor-General Lord Mountbatten accepted on October 27.

6. Agreement with Pakistan
Hari Singh had earlier signed a 'standstill' agreement with Pakistan for uninterrupted trade and communication in Kashmir.

7. Pakistan's charges
The Pakistani government contested the accession stating that it was fraudulent and that Singh was forced to sign the agreement with India.

8. The debatable Accession Day
The exact date of Accession has also been debated on. While Indian historian Prem Shankar Jha said that the accession document was signed on October 25, British researcher Andrew Whitehead pointed out that it happened a day later.

9. Final nail in the wall
Early in the morning on October 27, the Indian Army's first Sikh battalion was airdropped in Srinagar where they resisted the Pathan invasion and officially completed Kashmir's accession to India.
