Owaisi is BJP agent or not ? this can be a million dollar question .there are some valid points which proves that he is BJP agents .here i list few.
1.the more he polarize Muslim ,the more Hindus get united .
2.because of his hate speeches ,radical Muslims of India ,generally youths get united with him ,which directly hampers other parties like BSP ,SP congress vote bank ,from which BJP gets benefits in term of winning votes requirements.
3.owaisi gets alot more godi media coverage despite having only one MP and few mla than others national leaders excepts modi ,amit sah and few other bjps leaders .have you ever seen media coverage of BJD supremo pathnaik ?
4.nowadays ,in every media debate ,you will find waris pathan of aimim party to polarize the Muslims .
5. no constituency in India excepts kasmir ,has Muslims population more than 30% so alone Muslim can not elect Muslim candidates ,so owasi knew it that he cant win just by polarizing Muslims but he can be leaders of Muslim ,which benefits his stature both nationally and internationally .
6. no CBI ,No ED or FIR against by central government against owasi brothers .because BJP knew that his speech benefits its core agenda
Their alliance broke because of two incidents, one was some local congress leaders support to Bhagya Lakshmi Temple in Hyderabad and second was venomous speech of Akbaruddin Owaisi. You must be aware about what he said about Non-Muslims ?

I don’t know whether he is agent or not but he is like backbone of BJP. Because of hate speeches of his brother, message going among Hindus that Muslims are threat for them. Eventually BJP gains because of its image of Hindu inclination.

In that case congress, tmc, sp, bsp, rjd, nc, etc., should be agents of owaisi for dividing hindu votes. Isn't it? But definitely he's helping bjp wantedly or uneantedly.

Your contention is very true. The more Muslim voters get polarized, the more will be its reflection on the Hindu population. This is what BJP wants exactly.
By now, BJP has come to a conclusion that the minority (muslims and Christians) are not going to vote for them however much they try. The next best strategy for BJP is either not to let polarization of minority happen or try the reverse with the majority Hindus.
BJP is trying to split Muslim community by the gender. It is fairly apparent that the Muslim women are more in sympathy with BJP whom they see as their saviour from the clutches of their men. In every community, women are more pragmatic and development oriented. They want their families to develop and would not mind any help that comes along their way. Muslim women are no exception and they see in Modi a man who is trying to uplift them. So, there is a revolt within the Muslim community, though at present it is a storm in the teacup.
Polarization of Muslim voters helps BJP better than it helps Congress. Men like Owaissi are exactly working to this effect. I wonder if Owaissi and Mani Shankar Aiyer are planted by BJP in the enemy camp! Owaissi will lose his relevance in a Congress regime. He draws his strength ironically from BJP politics.

Owaisi is a polarizing factor. You cannot avoid him. It's not new for India that parties run on religious ideologies. IUML was in the national and state scene since independence. There are Muslim outfits in state like Assam thrives only on minority votes. The issue here is every other opposition party wanted to keep minority votebank intact as they feel its guaranteed. People like Owaisi thinks that instead of depending on other parties for favour he can negotiate or bargain them for electoral prospects if he is able to create his own votebank. The windfall gain is surely for bjp.congress started minority appeasement for electoral gains which is followed by most regional parties. Bjp scored some success in consolidating majority votes. That's the issue for opposition parties. These parties hunt for votes among Hindus on the basis of caste. If they are able to form votebank like Muslim,Yadav Muslim dalit combination which are almost stable for longer duration then its easy to capture power with fractions of other smaller groups. These combinations fetched success till 2014. There is a paradigm shift in indian elections eversince modi shah entered national scene. They scored success in consolidation of majority Hindus and caste re engineering in some areas. So opposition needs to rethink its strategies. Owaisi is one more addition who wants to create and nurture Muslim votes for his longer stint in politics. Bjp may gain something out of split in Muslim votes that was evident in bihar and maharashtra assembly elections but scored no success in WB. So as of now owaisi is strong in Hyderabad area and to some extent across telengana. He is yet to prove himself across the country. As of now his impact is limited.
There is nothing wrong in putting up candidates in the elections. One cannot just brush aside Owaisi as a B team or C team to any big party. He wants to have his pie in the process.

But, Yes, his activities will help BJP. In Bihar, it helped. In West Bengal, it didn’t. We need to wait and see whether his plunge in the electoral battle in UP helps BJP or not.
Whatever it is, one cannot deny someone from contesting the elections on their own or allying with others.
Coming to the second part of your question, the religious fundamentalists feed each other. BJP needs Owaisi and vice versa.
This question is always raised by anti BJP faction mainly Congress but the main question is who helped Owaisi during his initial days.
Answer is only and only Sonia Gandhi Congress who invited Owaisi in 2004 and then AIMIM started supporting Congress on many occasions.
Stand of Congress and Owaisi on Article 370, Sri Ram Temple, and Triple Talaq is same.
Indira Gandhi also shared a common stage with the father of owaisi sultan Salaudin Owaisi.
